Nowadays, uunfortunately, most of the countries are still in the early stage in the shift to providing governmental services online. How to start providing e-Government is a question that no one can give a unique answer to. It depends on the economical, legal, social, and political situation in particular country, often requiring major changes in organization and legislative regulations.
