heal.abstract Nowadays, uunfortunately, most of the countries are still in the early stage in the shift to providing governmental services online. How to start providing e-Government is a question that no one can give a unique answer to. It depends on the economical, legal, social, and political situation in particular country, often requiring major changes in organization and legislative regulations. In this paper we try to formulate such a strategy, based on the experience gained when developing and implementing it for a Social Security Organization in Greece. © Springer-Verlag Berlin Heidelberg 2004. en
