Telemedicine can be defined as the use of information and Communication Technology (ICT) by medical professionals to provide healthcare services (including diagnosis and treatment) when distance is a critical factor. Teleconsultations usually take place between 2 parties who have already established a relationship and have a defined communications pathway. In this paper we describe an innovative telematics platform that is not based on the traditional client-server architecture. The proposed platform utilises the Windows Communication Foundation and is based on the concept of nodes. It allows a person requiring telemedical consultation to find available specialist help anytime and not just from the centre they usually deal with. The design of the system allows data to be transferred to any available centre, for centres to share data in real time, e.g. to obtain a second opinion, and for centres to communicate with hospital information systems to obtain necessary information about a patient. The proposed platform should broaden the applicability and flexibility of telemedical services. © The Journal on Information Technology in Healthcare. |
