heal.abstract	Advanced management strategies and tools will be essential to the success of third generation cellular systems like UMTS. The aim of this paper is to present an approach for the management of services and network resources in UMTS. Our starting points are the presentation of a business model and corresponding management framework. Problems related to the negotiation plane in the management framework are presented so as to form a theoretical basis on which the management of services and network resources in UMTS can be based.	en
