Συγκρότηση συστήματος διαχείρισης της παράκτιας ζώνης της Νοτιοανατολικής Αττικής

Abstract

Το αντικείμενο της παρούσας εργασίας είναι η συγκρότηση συστήματος διαχείρισης για την παράκτια ζώνη της ΝΑ Αττικής. Για την κάλυψη του αντικειμένου της εργασίας κρίθηκε σκόπιμη αρχικά η μελέτη του θεσμικού πλαισίου για τον παράκτιο χώρο στην Ελλάδα, ενώ ακολούθησε η εφαρμογή στην παράκτια ζώνη της ΝΑ Αττικής. Τέλος, σημαντικά συμπεράσματα προέκυψαν από την μελέτη σε ακόμα μεγαλύτερη κλίμακα της παραλίας της Γλυφάδας, με βάση και το διάγραμμα αιγιαλού - παραλίας της περιοχής που προμηθευτήκαμε από τον αρμόδιο δήμο. Η εργασία αυτή διαρθρώνεται σε έξι κεφάλαια. Στο 1ο κεφάλαιο δίνονται κάποιες βασικές έννοιες και ορισμοί για τον παράκτιο χώρο, αναδεικνύεται η σημασία της ελληνικής παράκτιας ζώνης, παρουσιάζεται συνοπτικά η διαχείριση του παράκτιου χώρου στην υπόλοιπη Ευρώπη και τέλος, αναφέρονται οι κύριες δραστηριότητες που λαμβάνουν χώρα στον παράκτιο χώρο. Στο 2ο κεφάλαιο παρουσιάζονται οι κυριότερες νομοθετικές ρυθμίσεις για τον παράκτιο χώρο στην Ελλάδα, αναλύεται η διαδικασία του χωροταξικού σχεδιασμού στην χώρα μας και αναφέρονται οι φορείς διαχείρισης του παράκτιου χώρου. Στο 3ο κεφάλαιο περιγράφεται η συγκρότηση συστήματος διαχείρισης της παράκτιας ζώνης της Νοτιοανατολικής Αττικής. Αφού πρώτα καθορίζεται η περιοχή μελέτης, γίνεται μια αναφορά στη διαχρονική της εξέλιξη και ακολουθεί η καταγραφή της υπάρχουσας κατάστασης. Στη συνέχεια αναλύεται ο τομέας των μεταφορών στην περιοχή μελέτης, καταγράφονται οι παραλίες και οι μαρίνες της, οι αθλητικές εγκαταστάσεις και οι περιοχές που παρουσιάζουν ιδιαίτερο ενδιαφέρον στην περιοχή μελέτης. Τέλος, παρουσιάζονται τα δεδομένα όσον αφορά το μητροπολιτικό πάρκο του Ελληνικού. Το 4ο κεφάλαιο αποτελεί μια εφαρμογή όσων προηγήθηκαν για την παραλία της Γλυφάδας. Συγκεκριμένα παρουσιάζεται η εξέλιξή της με την πάροδο των χρόνων, η σημερινή της κατάσταση και οι παρεμβάσεις που προβλέπονται να γίνουν στην περιοχή. Το 5ο κεφάλαιο παρουσιάζει την πολιτική γης που έχει εφαρμοστεί ή αναμένεται να εφαρμοστεί στην περιοχή μελέτης. Με το σκεπτικό αυτό, αναλύεται το Προεδρικό Διάταγμα για την παραλιακή ζώνη της Αττικής του 2004, το Περιφερειακό Επιχειρησιακό Πρόγραμμα Αττικής 2007-2013 και το Ρυθμιστικό Σχέδιο της Αθήνας, ενώ αναλύεται ο τρόπος που μπορεί να εφαρμοστεί το Ειδικό Πλαίσιο για τον Τουρισμό στην περιοχή μελέτης. Τέλος, στο 6ο κεφάλαιο αναλύονται τα συμπεράσματα που προέκυψαν από την διεξαγωγή της μελέτης και καταθέτονται προτάσεις για την αντιμετώπιση των προβλημάτων που διαπιστώθηκαν.

The present thesis aims at the composition of a system for the management of the coastal zone of Southeast Attica. In order to fulfil this goal, the study of the laws in Greece that refer to the coastal zone was found necessary. Afterwards, the application in the coastal zone of Southeast Attica took place. Finally, crucial conclusions were derived from the study of the beach of Glyfada in an even larger scale, with was based on the diagram of the sea shore and the beach, that was acquired from the municipality in charge. The thesis is organized in six chapters. Chapter 1 introduces some basic notions and definitions of the coastal area, emphasizes on the importance of the Greek coastal zone, presents concisely the management of the coastal area in the rest of Europe and reports the main activities that take place in the coastal area. Chapter 2 presents the most important legislative regulations for the coastal area in Greece, describes the process of zoning planning in Greece and reports the institutions that manage the coastal area. Chapter 3 describes the composition of a system for the management of the coastal zone of Southeast Attica. After the determination of the discussion area, there is a report on the progress of the area and a description of the situation in the present. Thereafter, there is an analysis about the branch of transportation in the discussion area, a record of the beaches, the marines and the sport venues and the presentation of places with exceptional interest in the discussion area. Finally, there is a presentation of the facts that refer to the Metropolitan Park of Ellinikon. Chapter 4 is an application in the Glyfada beach of all that was mentioned so far. Specifically, there is an presentation of the changes that have happened in Glyfada beach throughout the years, the situation nowadays and the interventions that are expected to happen. Chapter 5 presents the land policy that has been applied or is expected to apply in the future in the discussion area. Regarding this, there is an analysis about the Presidential Decree about the coastal zone of Attica (2004), the Operational Program of Attica for the period 2007-2013 and the Master Plan of Athens. The way that the new plan for the development of Tourism can be applied in the discussion area is presented in the end of this chapter. Chapter 6 presents the conclusions deducted from the above analysis and refers to the proposals that can contribute to the solution of the problems that were described.
