heal.abstract	Strategic Management of water resources incorporates the formulation of a viable development scenario based on a screening model at a global scale and a detailed simulation model at a river-basin scale. Usually, at a later stage, a decision support mechanism is used for the Operational Management of water resources of each basin. The paper concentrates on the most critical issues which should be carefully investigated at the Strategic Management stage, having in mind the next steps of Management. The main objective of the paper, is to secure compatibility between Strategic and Operational Management before implementing any Management programme. Also, the paper investigates the interaction between Strategic and Operational Management. In this case a two way link is proposed with Strategic Management being performed with the revised data generated through the Operational Management in a continuous process. Finally the proposed methodological framework is supported by examples from the real world.	en
