Σύνταξη Εθνικού Κτηματολογίου. Προβλήματα κτηματογράφησης Ηρακλείου Κρήτης

Abstract

Στην παρούσα διπλωματική εργασία αναλύεται η διαδικασία κτηματογράφησης του Ελληνικού Χώρου με στόχο την οργάνωση και τήρηση του Εθνικού Κτηματολογίου. Ως δείγμα ανάλυσης λαμβάνεται ο δήμος Ηρακλείου Κρήτης του οποίου η κτηματογράφηση άρχισε το 1997 και ακόμη δεν έχει περατωθεί. Παρουσιάζονται αναλυτικά το θεσμικό πλαίσιο για τη σύνταξη του Κτηματολογίου, τα στάδια του έργου κτηματογράφησης του Ηρακλείου, τα προβλήματα που ανέκυψαν σε κάθε στάδιο και πώς αυτά αντιμετωπίστηκαν. Αναλύεται η μέθοδος που ακολουθήθηκε για την εκτέλεση του έργου καθώς και οι παράγοντες οι οποίοι οδήγησαν σε επανάληψη δεύτερης ανάρτησης και κατά συνέπεια σε καθυστέρηση του έργου.

The objective of the diploma dissertation at hand is the analysis of the process of cadastral survey of the Greek territory with the aim of organizing and maintaining the Hellenic Cadastre. Heraklion municipality was taken as a test sample, whose cadastral survey began in 1997 and has not yet been completed. More specifically, the study presents in detail the institutional framework for the drafting of the Hellenic Cadastre, the stages of the project for the land registration of Heraklion, the problems encountered at each stage and how they were dealt with. the methodology applied for the implementation of the project is examined as well as the factors that led to a third (repeated second) suspension, thus delaying project completion.
