Σχέδιο διαχείρισης περιβαλλοντικών προβλημάτων της παράκτιας ζώνης νότιας Αττικής (Από Ελληνικό μέχρι Βούλα)

Abstract

Το αντικείμενο της παρούσας μελέτης είναι (i) η καταγραφή της υπάρχουσας κατάστασής της παράκτιας ζώνης των δήμων Ελληνικού, Γλυφάδας και Βούλας (ii) η αναγνώριση των περιβαλλοντικών προβλημάτων που υπάρχουν και προκλήθηκαν στην περιοχή από έργα, χρήσεις και γενικά ανθρώπινες επεμβάσεις και (iii) η πρόταση ενός διαχειριστικού επιχειρησιακού σχεδίου για την επίλυση και τον περιορισμό των περιβαλλοντικών επιπτώσεων. Η εργασία διαρθρώνεται σε πέντε κεφάλαια τα οποία περιλαμβάνουν τα εξής. Στο πρώτο κεφάλαιο παρουσιάζεται το σύνολο ορισμών για την παράκτια ζώνη, το σύνολο των χαρακτηριστικών της ελληνικής αλλά και της ευρωπαϊκής παράκτιας ζώνης (προβλήματα που παρουσιάζει, νομοθετήματα και πολιτικές διαχείρισης) και τέλος οι κύριες δραστηριότητες που λαμβάνουν χώρα στον παράκτιο χώρο. Στο δεύτερο κεφάλαιο παρουσιάζονται βασικές νομοθετικές ρυθμίσεις για τον Ελληνικό παράκτιο χώρο, αναλύονται διαδικασίες χωροταξικού σχεδιασμού, το περιεχόμενο του ρυθμιστικού σχεδίου της Αθήνας, οι φορείς διαχείρισης του παράκτιου μετώπου και μια συνολική κριτική για τα παραπάνω νομοθετήματα και φορείς. Στο τρίτο κεφάλαιο μελετάται η υπάρχουσα κατάσταση ανά δήμο της περιοχής μελέτης. Συγκεκριμένα περιγράφεται η υπάρχουσα κατάσταση και η διαχρονική εξέλιξη της περιοχής μελέτης. Στην συνέχεια αναλύεται η υπάρχουσα κατάσταση τομεακά (π.χ. οι μεταφορές) και καταγράφονται ιδιαίτερα οι παραλίες, οι μαρίνες, οι αθλητικές εγκαταστάσεις, οι περιοχές ιδιαιτέρου ενδιαφέροντος και το μητροπολιτικό πάρκο του Ελληνικού. Στο τέταρτο κεφάλαιο γίνεται αναφορά στα περιβαλλοντικά προβλήματα και συγκεκριμένα δίνεται ο ορισμός τους, αναλύονται οι περιβαλλοντικές επιπτώσεις που έχουν προκληθεί στην περιοχή από την δημιουργία των μεγάλων έργων και τα περιβαλλοντικά προβλήματα που παρουσιάζει κάθε δήμος μελέτης. Εμφανίζονται και αξιολογούνται τέλος οι μέθοδοι και τεχνικές για την εκτίμηση των περιβαλλοντικών επιπτώσεων. Τέλος στο πέμπτο κεφάλαιο παρουσιάζονται τα συμπεράσματά από την παραπάνω ανάλυση. Εξετάζονται τα αποτελέσματα του πρώτου ρυθμιστικού σχεδίου της Αθήνας και παρουσιάζεται το περιεχόμενο του νέου ρυθμιστικόυ σχέδιου. Η εργασία καταλήγει με την εκπόνηση ενός επιχειρησιακού σχεδίου εκτίμησης των περιβαλλοντικών επιπτώσεων της παράκτιας ζώνης.

The content of the present study is the recording of the present situation to the coastal zone at the followings municipalities of Ellhnikou, Glufadas, Boulas and the recognition of environmental problems that exist and caused to the area from works, uses and attitudes. In the end measures are suggested for the solution or the reduce of those environmental consequences and a sequence with moves are proposed for the right. The work is fixed in five chapters which consist summary the followings: In the first chapter is given a total of definitions for the coastal zone, the total of the features of Greek’s and European’s coastal zone is presented (problems that exist, laws and political managements) and in conclusion the main activities which take place at the coastal zone are reported. In the second chapter the basic law regulations for the Greek coastal zone are presented, the procedures of the spatial planning outline are analyzed both the content of the regulation Athena’s plan and the management carriers of the coastal front and a total criticism is done for the above laws and carriers. In the third chapter a study of the situation that exists at the three municipalities in the present study is done. Specifically a description of the present situation and the progress over time of the area, that we study, is done. Also sections such as the transportations are analyzed and the beaches are recorded, the marines, the athletic installations, the areas with special interest and the metropolis park at Ellhniko. In the forth chapter a report to the environmental problem is done and specially a definition of the environmental problems is given, the environmental consequences which have caused in the area because of the creation of the big enterprises, the environmental problems that every municipality we study presents, methods and techniques which could be used for the esteem of the environmental problem. In the end, in the fifth chapter our conclusions from the analysis above are presented. The results of the Athena’s first regulation plan are presented and what the new regulation plan will contain. Furthermore methods and techniques are presented for the value of the environmental consequences. The work leading to the design and evaluation of integrated business management programs of specific coastal zone.
