heal.abstract	Η παρούσα διπλωματική εργασία έχει ως αντικείμενο μελέτης την ανάλυση της συμμετοχής του Εθνικού Μετσόβιου Πολυτεχνείου στα ευρωπαϊκά χρηματοδοτούμενα Προγράμματα Πλαίσιο της Ευρωπαϊκής Ένωσης που πραγματοποιήθηκαν στο χρονικό διάστημα 1983 έως και το 2013. Οι συνεργασίες είναι ένα αναπόσπαστο κομμάτι της καθημερινότητας των ανθρώπων αλλά και των ίδιων των φορέων. Οι φορείς καθημερινά σχηματίζουν συνεργασίες με άλλους φορείς που μπορεί να είναι πανεπιστήμια, ερευνητικά κέντρα, εταιρίες, βιομηχανίες, δημόσιοι οργανισμοί ή μη κερδοσκοπικοί φορείς. Οι στρατηγικές αυτές επιλογές εξυπηρετούν ένα συγκεκριμένο σκοπό και εξαρτώνται άμεσα με τον φορέα που συνδέονται. Το Εθνικό Μετσόβιο Πολυτεχνείο σχηματίζει ερευνητικές συνεργασίες με άλλους φορείς που δραστηριοποιείται έντονα στην έρευνα συμμετέχοντας σε πολλά Ερευνητικά Προγράμματα της Ε.Ε. Η μελέτη των δικτύων αυτών είναι σημαντική γιατί προσεγγίζει με συστηματικό τρόπο τις ερευνητικές συνεργασίες στη σύγχρονη εποχή. Οι ερευνητικές συνεργασίες ανάμεσα σε οργανισμούς και η δημιουργία δικτύωσης αποτελεί ένα σημαντικό εργαλείο για την παραγωγή, διάχυση και ανταλλαγή πληροφοριών και γνώσεων το οποίο μπορεί να οδηγήσει σε βελτίωση της επίδοσης των οργανισμών και ενίσχυση της καινοτομικής διαδικασίας. Ένας σημαντικός παράγοντας, που επιτρέπει στο Πολυτεχνείο να πραγματοποιεί ερευνητικές συνεργασίες και να δικτυώνεται σε αυτές, είναι τα ευρωπαϊκά χρηματοδοτούμενα Προγράμματα Πλαίσιο. Τα προγράμματα Πλαίσιο είναι μια προσπάθεια την Ευρωπαϊκής Ένωσης να ενισχύσει την έρευνα και να στηρίξει τις διακρατικές συνεργασίες και αποτελούν τον ακρογωνιαίο λίθο για την ευρωπαϊκή επιστημονική και τεχνολογική ανάπτυξη και συνοχή. Αυτό ενισχύεται και από το γεγονός ότι το ποσοστό χρηματοδότησης της έρευνας στην Ελλάδα σε εθνικό επίπεδο είναι πολύ μικρό. Η εμπειρική προσέγγιση της εργασίας πραγματοποιήθηκε σε δύο διαφορετικά επίπεδα. Αρχικά δημιουργήθηκε μια βάση δεδομένων που εμπεριέχει όλα τα στοιχεία για τα ερευνητικά έργα του Πολυτεχνείου που συμμετείχε στα Προγράμματα Πλαίσιο της Ε.Ε.. ΟΙ πληροφορίες αντλήθηκαν από μία εκτεταμένη βάση δεδομένων (Cordis, STEP to RJV’s) που περιλαμβάνει απογραφικές πληροφορίες για τις ερευνητικές συνεργασίες που έχουν χρηματοδοτηθεί από τα Προγράμματα Πλαίσιο της Ε.Ε.. Στη συνέχεια, πραγματοποιήθηκε ανάλυση της εξέλιξης της συμμετοχής των φορέων του ΕΜΠ στα επτά Π.Π και η χρηματοδότησή τους στο 6ο και 7ο Π.Π. Επιπλέον πραγματοποιήθηκαν και μελέτες περίπτωσης που επικεντρώθηκαν σε ορισμένες συμμετέχοντες ερευνητικές ομάδες από διαφορετικές σχολές του Πολυτεχνείου. Έγινε μια προσπάθεια απεικόνισης της πραγματικής εικόνας της συμμετοχής των ομάδων στα Π.Π. που εστιάστηκε σε τρείς χρονικές περιόδους: πριν την έναρξη, κατά τη διάρκεια και μετά τη λήξητουερευνητικού έργου. Η ανάλυση αφορά τη δόμηση και τη λειτουργία της ερευνητικής ομάδας στο Πολυτεχνείο αλλά και των εταίρων, στη διαχείριση των αποτελεσμάτων καθώς και στις δυσκολίες που αντιμετωπίζουν. Μέσα σε αυτό το πλαίσιο καταγράφηκε η δομή, η σχέση και τα δίκτυα που δημιουργούνται και λειτουργούν μεταξύ των εταίρων. Συμπερασματικά, τα ευρωπαϊκά χρηματοδοτούμενα Π.Π αποτελούν τον πυλώνα της ΕΕ για την έρευνα και την ανάπτυξη. Το ΕΜΠ έχει μια πολυετή δράση στα Π.Π. με πολλές σχολές να κατέχουν σημαντικές θέσεις στα έργα και στην έρευνα της Ε.Ε. Αυτό επιβεβαιώνεται και από το υψηλό ποσοστό συμμετοχών σε έργα αλλά και από το ποσοστό χρηματοδότησης που λαμβάνουν για κάθε ένα έργο ξεχωριστά. Η δομή συνεργασίας με τους υπόλοιπους εταίρους βελτιώνεται συνεχώς διαδραματίζοντας καθοριστικό ρόλο στη δομή της ερευνητικής ομάδας και παράλληλα υπερνικώνταςτις καθημερινέςδυσκολίες που προκύπτουν υλοποιώντας κάθε ένα στάδιο της έρευνας. Τέλος, το Πολυτεχνείο θεωρείται ένα από τα καλύτερα Εκπαιδευτικά Ιδρύματα και ερευνητικά κέντρα στην Ευρώπη και οι φορείς του,προσπαθούν συνέχεια να ανταποκρίνονται στις υψηλές προσδοκίες, που συνοδεύει το όνομα του, ιδιαίτερα στον τομέα των ερευνητικών συνεργασιών στα πλαίσια των Π.Π.	el

Organizations at a daily basis formpartnershipswith other organizationssome of which maybe universities, research centers, companies, industries, public agencies ornon-profit entities. These strategicoptionsserveaspecific purposeand dependdirectlywith the partners, theyare connected.The NationalTechnical University of Athens formsresearch partnershipswith other actors that are participating in manyEUResearch Projects and have high level of research experience. The studyof the networks that are formed isimportant because the researchpartnershipscan, in the modernera,be studied with a more systematic approach. The researchcollaborationsbetween the organizationsandthecreation ofnetworks from those collaborationsis an importanttoolforthe production, dissemination andexchange ofinformationand knowledge between actors which canlead to improvedperformance within the organizations andthe strengthening of the innovation process. An important factor, whichallows theNTUAto conductresearch partnershipsandto form networks,is the European fundedFramework Programmes. TheFramework Programmes area long term effort of theEuropeanUniontostrengthenresearchand to support thecooperationbetween nations. For EU, the FPis the cornerstonefor the European scientificandtechnologicaldevelopment and cohesion in the last decades. This is supportedby the factthat the proportionof research funding byGreeceat a nationallevelisverysmall. That is the reason why most research teams try to be funded from EU projects. Theempiricalapproach of this thesiswas performedat two different levels. Originally,a database was createdthatcontainsall the informationabout the research projectsof the Framework Programmesof the EU that the NTUA participated.The information was drawn froman extensivedatabase(Cordis, STEP to RJV's, ELKE) that includecensusinformation on researchcollaborationsfunded bytheEU.Then, an analysis was conducted about the evolutionof the participations of theNTUA in the sevenFPsand the funding of the projects in the 6thand7thFP. The data that was collected was at the level of the laboratory. Moreover, some case studies were conducted which focused on some research groups or laboratories from the University. An attempt was made to display the actual image of the participants in the groups in the FP which focused on three periods: before the beginning, during the execution and after the end of the project. The analysis focuses on the construction and operation of the research team at the University and its partners, in the management of results and the difficulties they face during and after the collaboration. Within this context, the structure, the relationship and the networks were structured that were created and operated between the partners. In conclusion, the European funded FP is the main source of the EU's research and development. The NTUA has years of experience in the research projects of the FPs and takes important positions in the research projects of the EU. This is confirmed by the high level of investments and participations in many projects, but also from the percentage of the funding that was received for each project separately. The structure of cooperation with other partners is improving constantly with the NTUA playing a key role in the structure of the research team while overcoming the daily difficulties that arise implementing each stage of the investigation. Finally, the NTUA is considered one of the best educational institutions and research centers in Europe and the research teams try to meet the high expectations that came with his name, particularly in the field of research collaborations within the FP.	en
