Εφαρμογές Crowdsourcing στο Κτηματολόγιο και στη Διοίκηση της Γης

Abstract

Αντικείμενο της εργασίας αποτελεί η διεξαγωγή μιας ουσιαστικής μελέτης με σκοπό την ανάδειξη του φαινομένου του Crowdsourcing και την εφαρμογή του στους τομείς του Κτηματολογίου και των Συστημάτων Διοίκησης Γης. Η συμμετοχή των πολιτών στην συλλογή χωρικής πληροφορίας είναιμια νέα τάση στα συστήματα Κτηματολογίου παγκοσμίως η οποία μπορεί να διαμορφώσει μια νέα πραγματικότητα σε αυτά. Στα πλαίσια της παρούσας Διπλωματικής Εργασίας πραγματοποιήθηκαν δυο πιλοτικές εφαρμογές σε δυο περιοχές της Αττικής, την Καλλιθέα και την Πλάκα, με τη χρήση νέων τεχνολογιών και τη συμμετοχή των πολιτών και αξιολογήθηκαν τα αποτελέσματά τους.

This thesis focuses on the importance of sound land governance,which is based on the implementation of Land Administration Systems and their proper use. Also, a well-organized Cadastre system helps towards this direction.Therefore, an introduction is made to the Cadastre systems on worldwide basis and the use of Multipurpose Cadastre is briefly analysed. Finally, word is made for the National Cadastre System of Greece, analysing the positive and negative aspects that have been recorded during all the years of tis use.

The final part of the study focuses on the two (2) pilot case studies at the selected areas of Attiki, namely the Kallithea area an the Plaka area. Those applications introduce the significance of citizen participation within the process of formally recording land rights to the National Cadastre System. In that sense, the importance of Crowdsourcing and Land Administration is obvious.
