heal.abstract	Στην παρούσα εργασία έγινε προσπάθεια να αναλυθεί το υπάρχον Διαχειριστικό Σχέδιο Απορριμμάτων του Δήμου Αρταίων, να εντοπισθούν οι αδυναμίες του και να προταθούν έργα και δράσεις εφαρμόσιμες, τεκμηριωμένες και κοστολογημένες κατά το δυνατό. Στο πρώτο κεφάλαιο γίνεται μια γενική εισαγωγή στο ζήτημα της διαχείρισης των απορριμμάτων, τίθενται ερωτήματα και προβληματισμοί και καταδεικνύεται η σπουδαιότητα που έχει, για την ορθολογική διαχείριση των απορριμμάτων, η κατάρτιση ολοκληρωμένου διαχειριστικού σχεδίου σε επίπεδο Ο.Τ.Α.. Στο δεύτερο κεφάλαιο παρουσιάζεται η περιοχή μελέτης.Γίνεται η καταγραφή της πραγματικότητας, από γεωγραφική, κοινωνική και οικονομική σκοπιά, ενώ ταυτόχρονα παρουσιάζονται τα έργα και οι υποδομές της. Τα επόμενα δυο κεφάλαια αποτελούν βιβλιογραφική επισκόπηση. Ειδικότερα, στο τρίτο κεφάλαιο καταγράφονται τα είδη των αστικών στερεών αποβλήτων και η προέλευσή τους, ενώ στο τέταρτο κεφάλαιο της εργασίας αναλύονται οι τεχνικές διαχείρισης των στερεών αποβλήτων από το στάδιο της συλλογής τους μέχρι και την τελική μεταφορά τους προς τις μονάδες επεξεργασίας ή τους χώρους τελικής διάθεσης. Στο πέμπτο κεφάλαιο αναφέρονται χαρακτηριστικά παραδείγματα από τη διεθνή εμπειρία διαχείρισης των Α.Σ.Α.. Ακολουθεί το έκτο κεφάλαιο, στο οποίο γίνεται η παρουσίαση και καταγραφή του θεσμικού και νομοθετικού πλαισίου που διέπει τη διαχείριση των απορριμμάτων στη χώρα μας αλλά και στην Ευρωπαϊκή Ένωση. Στο έβδομο κεφάλαιο, με τη βοήθεια μίας μελέτης περίπτωσης, που δημιουργήθηκε για τις ανάγκες της παρούσας εργασίας, παρουσιάζεται, αναλύεται και κοστολογείται το υφιστάμενο διαχειριστικό σχέδιο του Δήμου, αλλά και τα όσα προβλέπεται στο άμεσο μέλλον να υλοποιηθούν, σύμφωνα με το ΠΕ.Σ.Δ.Α. και τις προγραμματικές συμφωνίες που έχει συνάψει ο Δήμος. Στο τελευταίο κεφάλαιο της εργασίας δίνονται αναλυτικά τα συμπεράσματα, οι κατευθύνσεις, οι δράσεις και οι προτάσεις των έργων που προέκυψαν.	el
heal.abstract	In the present master thesis, an effort was made to analyze the existing Waste Management Plan of the Municipality of Arta, to identify its weaknesses and to suggest projects and actions applicable, documented and valuated as far as possible. In the first chapter, a general introduction to the issue of the Waste Management is made, questions and concerns are raised and the importance of the establishment of a complete management plan in an Association of Local Authorities (A.L.A.) level, for the rationalistic waste management, is pointed out. In the second chapter, the study area is presented. The recording of the reality is made from a geographical, social and economic point of view, while at the same time, the projects and its infrastructures are presented. The next two chapters constitute a bibliographical overview. Specifically, in the third chapter the types of urban solid waste and their origin are recorded, whereas in the fourth chapter of the thesis, the techniques of solid waste management are analyzed from the stage of its collection to its final transportation to the processing units or the areas of final disposal. In the fifth chapter, characteristic examples from the international experience of the Urban Solid Waste (U.S.W.) management are mentioned. The sixth chapter follows, in which the presentation and recording of the institutional and legislative framework that determines the waste management in our country and in the European Union as well, are made. In the seventh chapter, with the help of a case study, created for the needs of the present thesis, the existing management plan of the Municipality is presented, analyzed and valuated, and also what is predicted to be realized in the near future in accordance with the Regional Plan of Waste Management (R.P.W.M) and the programmatic agreements made by the Municipality. In the last chapter of the thesis, the conclusions, directions, actions and proposals of the projects that emerged are given analytically.	en
