heal.abstract	Η παρούσα διπλωματική εργασία περιλαμβάνει τρείς κύριες θεματικές ενότητες. Στη πρώτη και δεύτερη ενότητα αναλύεται η διαδικασία της τιμολόγησης και κοστολόγησης του νερού και η εφαρμογή τους, σύμφωνα με τους στόχους της Κοινοτικής Οδηγίας Πλαίσιο (2000/60). Το τρίτο μέρος της εργασίας πραγματεύεται το θέμα της Σύμπραξης του Δημοσίου με τον Ιδιωτικό Τομέα στην παροχή υπηρεσιών ύδρευσης. Η Οδηγία Πλαίσιο αποτελεί μία ολοκληρωμένη προσπάθεια για την προστασία και τη διαχείριση των υδατικών πόρων στα κράτη - μέλη της Ευρωπαϊκής Ένωσης. Καινοτομία της αποτελεί η εισαγωγή οικονομικών αρχών και οικονομικών εργαλείων ως βασικά μέτρα για την επίτευξη περιβαλλοντικών στόχων. Βασικός στόχος της Οδηγίας Πλαίσιο είναι η ανάκτηση του κόστους των υπηρεσιών νερού, λαμβάνοντας υπόψη την οικονομική ανάλυση των υπηρεσιών και της αρχής "ο ρυπαίνων πληρώνει". Ωστόσο, η τιμολόγηση του νερού, δηλαδή η δομή του τιμολογίου, οι επιμέρους χρεώσεις και το ύψος των χρεώσεων, αποτελούν το κατάλληλο μέσο, προκειμένου να επιτευχθεί η ανάκτηση του κόστους των υπηρεσιών του νερού. Συγκεκριμένα, το παρόν τεύχος αποτελείται από έντεκα κεφάλαια. Στο 1ο και 2ο κεφάλαιο γίνεται μία εισαγωγή σχετικά με τους υδατικούς πόρους. Αναφέρονται βασικές έννοιες, η λειτουργία του υδρολογικού κύκλου, το φαινόμενο της λειψυδρίας, οι χρήσεις του νερού. Επίσης, γίνεται μία εκτενής αναφορά στην σημασία της βιώσιμης διαχείρισης των υδατικών πόρων και στις δυσκολίες και στα προβλήματα κατά την εφαρμογή. Στο 3ο κεφάλαιο γίνεται μία σύντομη ιστορική αναδρομή στην προσπάθεια θέσπισης νομοθετικού πλαισίου για την διαχείριση των υδατικών πόρων. Επίσης, αναλύεται ο Ν. 3199/2003, ο οποίος αποτελεί μία προσπάθεια ενσωμάτωσης των διατάξεων και των ρυθμίσεων των Παραρτημάτων της Οδηγίας Πλαίσιο στο Εθνικό Δίκαιο. Στο 4ο κεφάλαιο αναφέρονται οι σημαντικότερες Οδηγίες της Ευρωπαϊκής Ένωσης, για τη προστασία και τη διαχείριση των υδάτων. Επίσης, γίνεται μία εκτενής αναφορά στην Οδηγία Πλαίσιο, όπως στις βασικές αρχές, τους στόχους, στο χρονοδιάγραμμα εφαρμογής. Το 5ο κεφάλαιο αναφέρεται στην τιμολόγηση του νερού. Συγκεκριμένα, γίνεται αναφορά στην συμβολή της τιμολόγησης στην ανάκτηση του κόστους των υπηρεσιών ύδατος, σύμφωνα με το άρθρο 9 της Οδηγίας 2000/60/ΕΚ. Επιπρόσθετα, αναφέρονται τα βασικότερα κριτήρια που πρέπει να πληροί η τιμολογιακή πολιτική, τους στόχους και την δομή των τιμολογίων. Το 6ο κεφάλαιο αφορά την τιμολόγηση του νερού στις χώρες του ΟΟΣΑ. Συγκεκριμένα, παρουσιάζεται η δομή του τιμολογίου, το σύστημα τιμολόγησης, οι επιμέρους χρεώσεις, το ύψος των χρεώσεων και η διακύμανση των τιμών του νερού από τους διαφορετικούς φορείς παροχής υπηρεσιών ύδρευσης κάθε χώρας. Ακόμα, γίνεται μία ιστορική αναδρομή στη διαχείριση των υδάτων και στην τιμολογιακή πολιτική που εφαρμόζει η Γαλλία και η Ισπανία. Το 7ο κεφάλαιο αναφέρεται στην τιμολογιακή πολιτική που εφαρμόζεται στην χώρα μας και στην εξαγωγή των συμπερασμάτων. Συγκεκριμένα, παρουσιάζονται αναλυτικά στοιχεία των τιμολογίων (όπως δομή, χρεώσεις), σύμφωνα με τα αποτελέσματα από το Σχέδιο Διαχείρισης των Λεκανών Απορροής Ποταμών ανά υδατικό διαμέρισμα της χώρας.	el
heal.abstract	The present thesis includes three main thematic sections. In the first two sections the procedures of invoicing and costing of water along with implementation parameters are being analyzed according to the Framework Directive (2000/60). The third section refers to the coordination between public and private sector in the direction of providing water services. The Framework Directive is an extensive guide for both protection and administration of water resources in European Union. Its innovation lies in introducing financial principles and tools as fundamental measures for the achievement of environmental protection purposes. The repossession of the water services cost is the main guideline goal with reference to the financial analysis data and the "polluter pays" principle. Nevertheless the water cost, namely, the structure of invoice and extra charges, is the factor for success. More specifically, the current thesis consists of eleven chapters. In the first and second chapter an introduction on water resources takes place, referring to basic concepts, operation principles of the hydrological cycle, the phenomenon of water scarcity and general water uses. Also, there is an extensive reference to the importance of sustainable management of water resources and the difficulties and problems during implementation. In the third chapter, a brief historical review of the effort for a legislative framework for the management of water resources is presented. Also, the Law 3199/2003 is analyzed, which constitutes an attempt to transpose the provisions and Annexes settings of the Framework Directive into National Law. In chapter four, the most important EU directives regarding water protection and management are being mentioned. Also, there is an extensive reference to the Framework Directive as to the basic principles, objectives and implementation timetable. The fifth chapter deals with water pricing. Particular reference is made to the contribution of pricing to recover costs of water services, in accordance with Article 9 of Directive 2000/60/EC. In addition, the main criteria to meet the pricing policy are being listed along with specific objectives and structure of tariffs. The sixth chapter, presents extensive data regarding water pricing in OECD countries. In particular, the tariff structure is presented s well as the pricing system, individual charges, amount of charges and variation of water prices from different water services providers in each country. In addition, a historical review regarding water management and pricing policy applied by France and Spain is also being presented. The seventh chapter, refers to the pricing policy implemented in our country and draws some initial conclusions. Specifically, details of the tariffs (such as structure, charges) are being presented, according to the results of the Management Plan of River Basin per aqueous compartment of the country. In chapter eight, real value of water and its costing are being discussed. More specifically, the components of the complete cost are being analyzed along with cost estimation method and water supply cost recovery mechanism in accordance with the Framework Directive 2000/60. In chapter nine, an economic analysis of water districts of our country takes place. In particular, cost components are being extensively presented along with the degree of water supply cost recovery in accordance with the results of the Management Plan of River Basin per aqueous compartment of the country. The tenth chapter, refers to the partnership of public and private sector in the water providing section. More specifically, PPPs are particularly diverse, but they share some essential data, which are described in this chapter. Also, the advantages and disadvantages of PPP implementation are being analyzed. Still, there is an extensive historical reference in the international PPP experience in the water sector. The eleventh chapter summarizes the main conclusions drawn for the Framework Directives.	en
