heal.abstract	Η κλιματική αλλαγή και οι επιπτώσεις της στον άνθρωπο, αποτελούν, τα τελευταία χρόνια, έναν βασικό προβληματισμό της Ευρώπης. Ταυτόχρονα, η τεχνολογική ανάπτυξη των τελευταίων ετών, που επιτρέπει την υιοθέτηση πρακτικών για φιλικότερη προς το περιβάλλον ανθρώπινη δραστηριότητα, οδήγησαν στο Σύμφωνο των Δημάρχων, μια ευρωπαϊκή πρωτοβουλία στην οποία εντάσσονται δήμοι ευρωπαϊκών χωρών με στόχο την κατάρτιση ενός σχεδίου δράσης για την μείωση των εκπομπών ρύπων στα πλαίσια του δήμου. Η πρωτοβουλία αυτή επεκτάθηκε και πλέον περιλαμβάνει και δήμους χωρών της περιοχής ΜΕΝΑ (Middle East and North Africa, Μέση Ανατολή και Βόρεια Αφρική). Στο πλαίσιο αυτό, έχουν αναπτυχθεί απογραφές εκπομπών ρύπων και έχουν σχεδιαστεί δράσεις για την μείωση των εκπομπών αυτών για δήμους των χωρών της περιοχής ΜΕΝΑ. Η παραπάνω διαδικασία αναφέρεται με την ορολογία Σχέδιο Δράσης για την Αειφόρο Ενέργεια (ΣΔΑΕ). Στα ΣΔΑΕ, αρχικά γίνεται απογραφή των εκπομπών CO₂ του δήμου, στη συνέχεια καθορίζεται ο στόχος της μείωσης των εκπομπών και τελικά σχεδιάζονται μέτρα για να επιτευχθεί η μείωση των εκπομπών του δήμου. Η παρούσα εργασία επικεντρώνεται στο πρώτο στάδιο της ανάπτυξης ενός ΣΔΑΕ, δηλαδή την απογραφή των εκπομπών CO₂. Η διαδικασία αυτή είναι ιδιαίτερα δύσκολη και καθορίζεται από πολλούς παράγοντες. Συχνά υπάρχει δυσκολία στην εύρεση αξιόπιστων πηγών και γίνονται αρκετές προσεγγίσεις. Οι δυσκολίες αυτές γίνονται ιδιαίτερα εμφανείς στις χώρες της περιοχής ΜΕΝΑ. Με αφορμή την παραπάνω δυσκολία, η διπλωματική εργασία επικεντρώνεται στην ανάπτυξη τυποποιημένης μεθοδολογίας απογραφής εκπομπών για δήμους των χωρών, Παλαιστίνης, Μαρόκου, Ισραήλ και Τυνησίας. Αρχικά, καταγράφεται με τυποποιημένο τρόπο η μεθοδολογία απογραφής εκπομπών που υιοθετήθηκε στα διαθέσιμα ΣΔΑΕ για δήμους των παραπάνω χωρών. Επίσης, καταγράφονται όλες οι πηγές αναζήτησης των απαραίτητων δεδομένων για την απογραφή των εκπομπών ρύπων. Τέλος, ελέγχεται και σχολιάζεται η ακρίβεια της τυποποιημένης μεθοδολογίας απογραφής εκπομπών CO₂.	el
heal.abstract	The climate change and its effects on humanity have become, during the last years, a major problem of Europe. At the same time the recent technological advance, which allowed the adoption of practices for more environmentally friendly human activity, has led to the development of the Covenant of Mayors, a European initiative, where European municipalities can take part, targeting the instruction of an action plan for the reduction of greenhouse gasses emissions. This initiative has expanded to include municipalities from the so called MENA (Middle East and North Africa) region countries. In this context, there have been developed emission inventories and action plans for the restriction of the greenhouse gas emissions of MENA region municipalities. The estimation of the baseline emission inventory and the development of action plan for the reduction of the emissions is called Sustainable Energy Action Plan (SEAP). A SEAP is made of three basic parts. The first part consists of the estimation of the baseline emission inventory. In the second part, the target of the emissions restriction is determined and, finally, in the third part, there are proposed several actions, regarding the municipality, to achieve the target. This undergraduate Thesis, is focused on the first part of developing a SEAP, that of estimating the baseline emission inventory. The estimation of the emission inventory is particularly difficult and may be determined by a lot of factors. A common difficulty is the lack of reliable sources for the required data, which often leads into making excessive approximations of the data. These difficulties become particularly intensive when developing a SEAP for MENA region municipalities. On the basis of this, this Thesis targets the development of a standardized methodology for the estimation of the baseline emissions for municipalities of MENA region countries and specifically Palestine, Morocco, Israel and Tunisia. At first, the methodology used to develop the available SEAPs for municipalities of these countries is recorded in a standardized way, to be suitable for applying on developing a SEAP for any municipality of the same country. Furthermore, all the data which are used in the methodology and the available sources of these data are registered. Finally, the accuracy and reliability of the standardized methodology for baseline emission inventory estimation are inspected.	en
