Law 4388/2016, relying on
road safety, road users' protection, degradation of the
residential environment and heavy road stress, prohibits the passage of all road
vehicles (or the sec
ondary national road network) 3,
5 tn. This ban has led to rea
ctions
on the part of road haul
ers who
argued that this arrangement significantly impedes
their operating costs.
The aim of this thesis is to investigate the operational cost of
passing the lorries from the side road using a fuel consumption s
imulation model that
considers
the truck's speed, cargo load, road inclination and traffic conditions.
All
the
above elements are the most important parameters that affect fuel consumption.
The conclusions of this work, which focused
on the Piraeus
-
Thebes
road section,
showed that the
mandatory crossing through the national highway resulted in a 7,17
lt charge, which means an additional 9,4 euro compared to the corresponding route
through the side road
but the toll of Afid
n
es
that is 11.5 euros should be added.
Overall, the cost of tot
al
transport is increased by
20.9
euros
.
If the vehicle for the Piraeus
-
Thebes route through the side road is required to have 6
stops then the time is increased by 20 minutes.
For comparisons, if we reduce the speed at which it travels across the highway to
72 km/
h in order to achieve the same time as the side road, then the difference is
limited to 16.6 euros (reduced consumption due to the slower speed).
A similar inve
stigation of the route from Aspropyrgos to Thebes showed a smaller
difference in consumption (6.21 lt) but
,
the difference in transport cost was 31 euro
higher
. B
ecause in addition to tolls in Afidnes the truck should also use
the Attiki
Odos,
to pay an ad
ditional € 11.3 for tolls.
Since it is not allowed for heavy goods vehicles an alternative route might have to
offer them some discount for passing through tolls to compensate for the resulting
losses
