heal.abstract	Η παρούσα διπλωματική εργασία αφορά τον σχεδιασμό δημόσιας ειδικής βιβλιοθήκης και πολιτιστικού κέντρου στην περιοχή της Καλλιθέας, πλησίον του πολεοδομικού κέντρου, σε οικόπεδο ιδιοκτησίας του Κέντρου Εκπαίδευσης και Αποκατάστασης Τυφλών. Εντός του οικοπέδου υπάρχει κηρυγμένο διατηρητέο κτίσμα του 1920 στο οποίο λειτούργησε το πρώτο ορφανοτροφείο για τυφλά παιδιά . Το κτίσμα, το οποίο αρχιτεκτονικά ανήκει στην τελευταία περίοδο του νεοκλασικισμού, βρίσκεται σε αχρησία από τη δεκαετία του ’80 και είναι σήμερα ετοιμόρροπο. Στόχος της εργασίας είναι ο σχεδιασμός πρότυπης ειδικής δημοτικής βιβλιοθήκης με προδιαγραφές προσβασιμότητας σε νέο κτήριο εντός του οικοπέδου, και η ανάδειξη, αξιοποίηση και ένταξη του νεοκλασικού διατηρητέου σε ένα πολιτιστικό συγκρότημα. Η συνθετική ερμηνεία του ανενεργού νεοκλασικού κελύφους και η αρχιτεκτονική και ρυθμολογική έκφραση του νέου κτηριακού όγκου σε συνομιλία με τον προϋπάρχον καθώς και οι σχεδιαστικές απαιτήσεις που θέτει η μέριμνα για την προσβασιμότητα του δημόσιου χώρου, αποτέλεσαν τα κύρια συνθετικά εργαλεία της εργασίας. Η ειδική λειτουργία της βιβλιοθήκης αναφέρεται σε ειδικές παροχές προς άτομα τυφλά ,μερικώς βλέποντα και με προβλήματα όρασης. Οι παροχές αυτές εντάσσονται συμπληρωματικά σε ένα ευρύτερο κτιριολογικό και λειτουργικό πρόγραμμα πολιτιστικών χρήσεων με στόχο αφενός να αποφευχθεί το αίσθημα της ιδρυματοποίησης που επιφέρει η αποκλειστική χρήση από μία μόνο κοινωνική ομάδα και αφετέρου να ενισχυθεί η κοινωνική διάσταση του ρόλου της σύγχρονης δημόσιας βιβλιοθήκης σαν πυκνωτή της δημόσιας ζωής και της πολιτιστικής δραστηριότητας του τόπου.	el
heal.abstract	The present dissertation deals with the conceptual design and development of an accessible public Library and Cultural Center located in Kallithea, in close proximity to the City Center, on a site owned by the ‘Center for Education and Rehabilitation for the Blind’. Inside the plot there is a declared listed building, dating back to 1920, which accommodated the first Orphanage for the Blind children. The building, which bares architectural elements of the late Greek neoclassicism, has been abandoned since the 80s and is today in grave condition. The main goal of the research is to visualize a public cultural complex comprising of a new library building abiding by the accessibility standards and the old heritage building, fused together in one coherent entity while preserving their individual architectural status. The analysis and interpretation of the architectural elements of the neoclassical building and their reinterpretation and integration in a modern context for the new building, always in consideration of the need for accessible spaces, have been the fundamental tools for realizing the design. The special functions of the Library aim at accommodating persons with visual impairments, partially sighted or blind. These functions are integrated in a complementary way in a wider building and operational program of cultural activities in order to avoid discrimination, seclusion and any feeling of institutionalization that often occurs when facilities are targeted towards one specific social group excluding everyone else. The goal here is to underline and promote the social aspect of the modern library and its status as an indispensable part of the public life and the cultural sphere which needs to be by definition accessible-to-all.	en
