heal.abstract	Η Περιφέρεια Βορείου Αιγαίου αποτελεί το ανατολικό σύνορο της Ελλάδος και της Ευρωπαϊκής Ένωσης και τα νησιά της έχουν στρατηγική γεωγραφική θέση. Τα νησιά τα τελευταία χρόνια αντιμετωπίζουν προκλήσεις που σχετίζονται με την οικονομική κρίση και τις έντονες γεωπολιτικές εξελίξεις. Οι λιμένες της Περιφέρειας Βορείου Αιγαίου έχουν σημαντικό ρόλο αφού αποτελούν τις πύλες εισόδου των νησιών. Στην παρούσα Διπλωματική εργασία αναλύεται η υφιστάμενη κατάσταση των φορέων διαχείρισης λιμένων του βορείου αιγαίου και προτείνεται μια νέα δομή λιμενικής διακυβέρνησης. Αρχικά, εντοπίστηκαν οι φορείς διαχείρισης λιμένων που υπάρχουν στο βόρειο αιγαίο και οι εντοπίστηκαν οι λιμενικές εγκαταστάσεις που είναι στην αρμοδιότητά τους. Προκειμένου να συλλεχθούν τα απαραίτητα στοιχεία και να συγκεντρωθούν τα δεδομένα που θα βοηθήσουν στην εκπόνηση της διπλωματικής εργασίας, συντάχθηκε ερωτηματολόγιο και στάλθηκε στα λιμενικά ταμεία του βορείου αιγαίου. Τα στοιχεία που ζητήθηκαν αφορούσαν σε δεδομένα για την κίνηση των φορτίων που διακινούνται στους λιμένες, σε οικονομικά στοιχεία δηλαδή σε απολογισμό και προϋπολογισμό των λιμενικών ταμείων, σε στοιχεία για το ανθρώπινο δυναμικό το οποίο στελεχώνει τις υπηρεσίες καθώς και τα προβλήματα που αντιμετωπίζουν τα λιμενικά ταμεία στη λειτουργία και στη διαχείρισή τους. Στη συνέχεια παρουσιάστηκαν τα χαρακτηριστικά της περιοχής μελέτης δηλαδή της Περιφέρειας Βορείου Αιγαίου (Π.Β.Α.) (διοικητική συγκρότηση, συνδεσιμότητα των νησιών), εντοπίστηκε το λιμενικό σύστημα και οι φορείς διαχείρισης που υφίστανται στα διοικητικά όρια της Π.Β.Α.. Ακολούθως παρουσιάζεται η πρόταση της Ρυθμιστικής Αρχής Λιμένων σχετικά με την αναδιοργάνωση των φορέων διαχείρισης της χώρας και αξιολογείται η πρόταση στο κομμάτι που αφορά στους φορείς διαχείρισης του Βορείου Αιγαίου. Στην παρούσα διπλωματική εργασία προτείνεται μια νέα μορφή διακυβέρνησης των λιμένων του βορείου αιγαίου ώστε ο σχεδιασμός για την ανάπτυξη των λιμένων να γίνεται σε περιφερειακό επίπεδο. Ο νέος φορέας θα ανήκει στον δεύτερο βαθμό τοπικής αυτοδιοίκησης, δηλαδή στην Περιφέρεια Βορείου Αιγαίου, μέσω της σύστασης Νομικού Προσώπου Δημοσίου Δικαίου. Θα έχει τη δυνατότητα να χαράζει στρατηγική για τους λιμένες που ανήκουν στα διοικητικά όρια της Περιφέρειας Βορείου Αιγαίου. heal.abstract	The Region of North Aegean is the eastern border of Greece and the European Union and its islands have a strategic geographical position. The Region is comprised of an island cluster of ten inhabited islands: Lemnos, Aghios Efstratios, Lesvos, Psara, Chios, Oinousses, Samos, Ikaria, Fournoi and Thymena. These islands are located in an extremely important geographical position in the sea trade routes connecting Europe with Asia and leading from the Mediterranean and the Aegean archipelago to the Dardanelles and the Black Sea. In the last years, the islands face challenges related to the financial crisis and geopolitical developments. The ports of the Region of the North Aegean play an important role since they are the points of entry to the islands. In this master thesis, the current status of the port authorities of the North Aegean is analyzed and a restructuring of port governance is proposed. The authorities responsible for the operation of the ports in the North Aegean (there are five municipal port funds) and their port installations are first identified. In order to collect the necessary data for this project, a questionnaire was compiled and sent to the port authorities of the North Aegean. The data requested pertained to the movements of freights in the ports, financial data such as financial reports and budgets, data about human resources as well as the challenges faced by port authorities in their operation and management. Analysis of the data in conjunction with the legal framework that governs the operation of said port authorities reveals that a review and restructuring of the governance and management structures is necessary. It is also imperative that the legal framework is codified, and the jurisdiction of each ministry be clarified. The characteristics of the area covered by the study, i.e. the Region of the North Aegean, are presented next (method of governance, connectivity of the islands) and the port system and existing port authorities within the Region of the North Aegean are identified. Following, the proposal by the Port Regulatory Authority on the restructuring of the governing entities is presented and its suggestion about the governing entities of the North Aegean is evaluated. Finally, a new form of port governance of the North Aegean is introduced, suggesting improved supervision of the ports and a planning for their development at the regional level. The geographical isolation of the islands was considered in the formulation of the proposal as well as the large distances between them, the difficulties of approach, the number of port installations under each port authority, the problems located in port installations, the understaffing of port authorities, bureaucracy and the complex legal framework. The new authority will belong to the second degree of local governance i.e. the Region of North Aegean via the founding of a public legal entity. It will be able to plan the strategies for the ports of the Prefecture of the North Aegean. It will secure funding from the Public Investments Program and utilize funding resources. It will be adequately staffed, better oversee the ports and plan and coordinate and apply policies related to regional development.
