heal.abstract	Extensive fare evasion results in severe revenue loss for public transit operators. The aim of this study is to capture the extent of fare evasion, analyze the causes that lead to this phenomenon and determine the characteristics of passengers that practice fare evasion. The Athens metro system is used as a test bed. Perceived effectiveness of measures that can restrict its practice is also explored. The analysis is based on data collected as part of a personal interview survey of metro users, undertaken in metro stations of the Athens metropolitan area. The final sample consisted of a total of 304 valid questionnaires. Discrete choice models were developed to analyze the factors that affect fare evasion. Socio-demographic characteristics travel characteristics, perceptions of ticket prices and quality of metro services, as well as personal characteristics of respondents and psychological constructs were included as independent variables. Findings of this study reveal an overall high percentage of fare evasion in the Athens metro system. Gender, travel purpose and ticket type are found to affect fare evasion of travelers. Results of this study may provide useful insights to policy makers and help towards applying effective strategies and target marketing policies to specific groups of metro users to mitigate fare evasion in metro systems.	en
