heal.abstract | Το ηλεκτρικό πατίνι, το νέο αυτό μέσο μεταφοράς που έχει ενταχθεί στις μεγάλες ελληνικές πόλεις, θα αποτελέσει ένα εναλλακτικό μεταφορικό μέσο ή απλά μια δραστηριότητα αναψυχής; Η διπλωματική αυτή θα μελετήσει τη λειτουργία του πατινιού στην πόλη της Αθήνας, και μέσω των επίσημων στοιχείων από τις εταιρείες ενοικίασης αλλά και μέσω ερωτηματολογίων, και θα προσπαθήσει λαμβάνοντας υπ' όψη την εμπειρία από πόλεις του εξωτερικού οι οποίες προσπαθούν να εντάξουν στο νομικό τους πλαίσιο το ηλεκτρικό πατίνι, να προχωρήσει σε μια σειρά από προτάσεις για το πως μπορεί το μέσο αυτό να ενταχθεί στο ελληνικό νομικό πλαίσιο. Στην εργασία προτείνονται προσθήκες σε διατάξεις του Κώδικα Οδικής Κυκλοφορίας, καθώς και λοιποί όροι λειτουργίας του ηλεκτρικού πατινιού (κανονιστικό πλαίσιο). heal.abstract | You don’t have to be especially observant to notice that in the last few months, the public space in the historical centre of Athens does not consist only of passengers, nor the Athenian streets just of private cars and buses. There is a new means of transportation in town, one that can be ridden upon both the public space and the streets, and it has captivated the heart of young Athenians. The electric scooter. And how exactly could it not achieve so much popularity, as it is a means of transport with high accessibility, low cost, and without any compulsory degree? Although it really is a vehicle that can provide for an alternative transportation in the road network, there have been circumstances that the uncontrolled use of it has been a danger for the pedestrians. Aside from the fact that it is a vehicle that can easily reach high speeds (25 km/h), it has zero restrictions in its movement and its parking ground could be absolutely anywhere, as there have not been so far specifically designed spots for its parking and pick-up. This dissertation will proceed into research on how a harmonious coexistence between the pedestrians and the electric scooters could be achieved, as well as between the streets vehicles (cars, buses) and the scooters upon the street network. The research will extend on the measures and regulations that will have to be appointed and implemented, so that the e-scooter could be incorporated in our every-day life as a means of transport and not just a toy for recreation. Besides, it is the first time that a sustainable means of transportation is having such an impact on the big cities of Greece, and it is a huge chance to achieve its incorporation in the minds of the people, as an alternative means of transport, either in the public space or the streets, alleviating as much as possible the use of the private cars, as part of a transportation network design, that is based on the principles of sustainable mobility, as the alleviation of air pollutant emissions, combating traffic congestion, promoting the use of public transportation and the ecological alternative means of transport. The electric scooter is being used in even greater numbers in the exterior than it is in Greece, where was firstly integrated in the cities of Thessaloniki and Athens. In other European countries like France, Germany and Belgium, there has already been an implementation of measures and regulations for the coexistence of e-scooters and pedestrians in public space, as well as e-scooters and cars in the streets. Much information can be derived from other countries’ decisions and lawmaking for the e-scooter. The major hindrance that all European countries, including Greece, must face, is the absence of a regulatory framework that establishes the operatory regulations of the e-scooter, as well as the legal provisions that e-scooter users and providers (the private companies who are have established the current loaning system or the owner-user) must comply with. This dissertation is going to examine the current legal framework that applies for all the means of transport and describes the do’s and don’ts and propose new additions to the legal provisions of the highway code as well as the criminal code for the penalties of the violators. As part of the academic research that will be implemented for the needs of the dissertation, there is going to be contact with the companies that are currently providing the e-scooter in the city of Athens for loaning, the company Lime and company Hive, as a way to obtain information and statistics for the use of e-scooter, as well as with the Ministry of Transportation, to examine their own proposals for the legal framework that need to be decided upon. | en |
