heal.abstract	Στη παρούσα διπλωματική εργασία διερευνάται μια αποτελεσματική και λειτουργική αναδιάρθρωση των δομών των φορέων διαχείρισης των λιμένων Κρήτης. Έγινε καταγραφή και ανάλυση της υφιστάμενης διοικητικής δομής, της οργάνωσης, των στοιχείων απασχόλησης και της οικονομικής κατάστασης για τα οκτώ Δημοτικά Λιμενικά Ταμεία και ένα Κρατικό Λιμενικό Ταμείο της Κρήτης. Επίσης καταγράφηκε η κίνηση των λιμένων - φορτία, επιβάτες ακτοπλοΐας και κρουαζιέρας- της Κρήτης, καθώς και οι υφιστάμενες λιμενικές υποδομές για το σύνολο των λιμένων, σε συνδυασμό με την ιεράρχηση του ρόλου αυτών όπως προσδιορίζεται από το ΥΝΑΝΠ, το Περιφερειακό Χωροταξικό Πλαίσιο Κρήτης και το Διευρωπαϊκό Δίκτυο Μεταφορών. Διερευνήθηκαν και καταγράφηκαν οι υφιστάμενες προτάσεις αναδιάρθρωσης του Εθνικού Λιμενικού Συστήματος – οι νομοθετικές προβλέψεις, του ΥΝΑΝΠ, Πανεπιστημιακών Ιδρυμάτων, της Ρυθμιστικής Αρχής Λιμένων καθώς και επιστημονικών φορέων- της τελευταίας πενταετίας. Στη συνέχεια εκτιμήθηκε η επάρκεια των υφιστάμενων δομών των φορέων, οι οποίοι στη πλειοψηφία τους παρουσιάζουν σοβαρά προβλήματα υποστελέχωσης ή μη στελέχωσης καθώς και έλλειψη τεχνογνωσίας, γεγονός το οποίο προκαλεί σοβαρό αντίκτυπο στη λειτουργία τους. Ανάλογα εκτιμήθηκε και η οικονομική βιωσιμότητα όπου διαπιστώθηκε ότι η πλειοψηφία των Δημοτικών Λιμενικών Ταμείων είναι οικονομικά μη βιώσιμα. Προτείνονται συγχωνεύσεις των υφιστάμενων Λιμενικών Ταμείων σε επίπεδο νομού, ακολουθώντας και τη διοικητική διαίρεση των Περιφερειακών Ενοτήτων της Περιφέρειας Κρήτης. Συμπληρωματικά προτείνεται η σύσταση περιφερειακής υπηρεσίας υπό την εποπτεία του ΥΝΑΝΠ, η οποία θα έχει την ευθύνη προγραμματισμού σχεδιασμού και υλοποίησης μελετών και έργων, δεδομένου ότι υπάρχει αδυναμία λειτουργίας επαρκώς οργανωμένων υπηρεσιών για τους φορείς διαχείρισης λιμένων για όλους τους νομούς της Κρήτης. Με το τρόπο αυτό αναμένεται βελτίωση των παρεχομένων υπηρεσιών προς όφελος των χρηστών και των τοπικών κοινωνιών, σύμφωνα με τους στόχους της εθνικής λιμενικής πολιτικής.	el
heal.abstract	This MSc thesis explores an efficient and functional restructuring of the structures of the managing bodies of the ports of Crete. First of all, there is a historical review of the legislative and institutional framework of the National Port System, focusing on the period 1993 - 2015 where legislative initiatives and changes to this were extensive. Starting in the year 1949, when the process of merging Port Facility operations at Prefectural level was legislated with the issuing of presidential decrees and reaching in 1993, when 17 Port Authorities were created by mergers with a presidential decree. Then, since 1999, where the process of creating Municipal Port Facility was legislated until the implementation of the Kallikratis program (2010), 35 Municipal Port Authorities were set up and 37 Port Authorities operated. . Today, after successive changes, there are 75 Municipal Port Authorities and 10 Port Authorities. In particular, with regard to the port system of Crete, all ports with the port uses operated under the responsibility of each management body of Crete are recorded. The existing administrative structure, the organization, the employment data as well as financial situation for eight (8) Municipal Port Authorities and one (1) State Port Authority of Crete were recorded and analyzed. In addition, the port traffic - cargoes, ferry and cruise passengers - of Crete, as well as the existing port infrastructure for the ports as a whole were analyzed, along with the hierarchy of their role as identified by the Ministry of Maritime Affairs and Island Policy, the Regional Spatial Planning of Crete and the Trans-European Transport Network. An analysis of all the above elements was also carried out, an assessment of the current situation regarding economic adequacy, served port uses in the main ports of Crete, the requirements and obligations for port compliance with national legislation and European directives and regulations, in combined with the historical operation of the port authorities of Crete Existing restructuring proposals for the National Port Facility System- of the legislative initiatives of the Ministry of Maritime Affairs and Island Policy, of the Universities Institutes, of the Regulatory Authority for Ports as well of scientists - have been investigated and recorded for the last five years. Subsequently, the adequacy of the existing structures of the port authorities, which in most cases have serious problems of understaffing or non-staffing and a lack of know-how, has been assessed, which has a serious impact on their operation. Similarly, economic viability was assessed, where it was found that the majority of Municipal Port Authorities is financially unsustainable. It records the conclusions of the study , including the views of the institutions of Crete, the history of the operation of the Port Authorities in Crete, where there are long-term mergers of the PAs, then the divisions into the Municipal Port Authorities and, at the present time, exploring the merger solutions as well as the financial and administrative adequacy of each Port Authority. Mergers of the existing Ports are proposed at prefecture level, following the administrative division of the Regional Sections of the Region of Crete. In addition, it is proposed that a regional agency be set up under the supervision of the Ministry of Maritime Affairs and Island Policy, which will be responsible for programming the design and implementation of studies and projects, as there is a lack of well-organized services for port management bodies for all the prefectures of Crete. This will improve port service to the benefit of users and local communities in line with national port policy goals. Further mergers as proposed by the Regulatory Port Authority with the creation of two port management bodies in Crete (a) of Eastern Crete, with the mergers of the Prefectures of Lasithi and Heraklion (the merger of six Municipal Port Authorities and their integration into the Port Authority of Heraklion) (b) of Western Crete, with mergers of the bodies of the Prefectures of Chania and Rethymnon (three Port Authorities) can be re-evaluated at a later stage.	en
