heal.abstract | Marine Transportation in the Aegean Sea, a part of the Mediterranean Sea that serves as a gateway between three continents, has recently seen a significant increase. Despite the commercial benefits to the region, risks at the Aegean sea are once again on the rise, mainly due to the considerable growth of the tanker’s traffic, from and to the Black Sea that pass through narrow straits formed by the 300 Greek islands. The already available Vessel Traffic Systems (VTSs) and Vessel Traffic Monitoring Information Systems (VTMIS) have significantly contributed to increasing both the efficiency and safety of operations at the Aegean Sea. However, they are no longer effective, and thus additional measures are needed to be taken. The scope of the present work is the suggestion of the implementation of some standards and services in the Aegean Sea. This will subsequently contribute to increased safety of navigation in the Aegean, while simultaneously; it will increase its transportation efficiency. The entire concept is based on enhancing the collaboration between the maritime actors by utilizing the communicational, technological, and digital tools. In other words, we will examine how the Greek maritime industry can increase its predictability by supplying an information exchange infrastructure between the maritime stakeholders. This will enable all actors involved in the transport chain to plan better and utilize their resources more efficiently. We will see how this information exchange will lead to optimized routes, just-in-time arrivals, shorter port calls, synchronized out-bound/in-bound transportation, decreased administrative burdens in the Aegean so as to increase the competitiveness of the Aegean Sea Transportation Chain and therefore make it more attractive choice for sailing and operating. Furthermore, we will try to reduce the number of both incidents and accidents while reducing the negative environmental impact of shipping in the Aegean Sea by improving the situational awareness on both the bridge and the shore. In the end, in order to find out if the innovative suggested information exchange infrastructure is socio-economic viable, a so-called cost-benefit analysis can be carried out. More precisely, the benefits of shorter routes and adjusted arrival times at ports in the Aegean Sea are going to be examined and compared with the costs for implementing that infrastructure. Thus, the possible gains for the society are going to be analyzed. By society, all parties that, in one way or another, are affected by sea transportation are included. | en |
