heal.abstract	Η παρούσα διπλωματική εργασία στοχεύει στην αποσαφήνιση των εννοιών της τεχνολογίας Blockchain και του e-Government, καθώς και στην παρουσίαση διαφόρων από τα έργα ηλεκτρονικής διακυβέρνησης που βασίζονται σε αυτήν την τεχνολογία, είτε προερχόμενα από ομάδες με Έλληνες συμμετέχοντες είτε εξ' ολοκλήρου ελληνικές. Ο επαναστατικός χαρακτήρας αυτής της τεχνολογίας έχει συνδεθεί με πληθώρα πλεονεκτημάτων για πάρα πολλούς τομείς και όχι μονάχα με τομείς που είναι άμεσα συνδεδεμένοι με τις τεχνολογικές καινοτομίες και την εξέλιξη αυτών. Δεδομένου πως ο ψηφιακός μετασχηματισμός της χώρας μας έχει αρχίσει να εντείνεται και με γνώμονα την ανάγκη για προσαρμογή στα νέα τεχνολογικά δεδομένα, τόσο ο Δημόσιος όσο και ο Ιδιωτικός Τομέας της χώρας μας δεν μπορούν να παραμείνουν απαθείς. Η παροχή υψηλού επιπέδου ηλεκτρονικών υπηρεσιών, με τρόπο που να εξασφαλίζει την μεγιστοποίηση της μεν παραγωγικότητας των οργανισμών και της δε ικανοποίησης που λαμβάνουν οι πολίτες, υπό την αιγίδα μίας δημοκρατικής φιλοσοφίας, αποτελεί και έναν απόλυτα αναγκαίο στόχο για επίτευξη. Οι παρεχόμενες ηλεκτρονικές υπηρεσίες αποτελούν ένα αρκετά μεγάλο ζήτημα , το οποίο πρέπει αν ληφθεί σοβαρά υπόψη στην επιλογή της κατάλληλης στρατηγικής, με την έννοια πως η διερεύνηση και η κάλυψη των αναγκών των πολιτών οφείλουν να κατέχουν εξέχουσα θέση στην λίστα των προδιαγραφών προς τήρηση. Στα πλαίσια του IoT, των έξυπνων συσκευών και των έξυπνων πόλεων, είναι αποστολή όλων η εύρεση έξυπνων τρόπων για την κάλυψη των αναγκών της κοινωνίας των πολιτών, την ευαισθητοποίηση όλων, την καλλιέργεια δικαιοσύνης και διαφάνειας στις ενέργειες, τον εκσυγχρονισμό διαδικασιών και λειτουργιών και την αύξηση της ικανοποίησης που μπορεί να λάβει κανείς από την ποιότητα των υπηρεσιών που του παρέχονται. Η μελέτη του θέματος έγινε σε θεωρητικό και βιβλιογραφικό επίπεδο, ενώ δεν βρίθει από ποσοτικά στοιχεία, καθώς μελετάται η θέση της Ελλάδας ως προς την ψηφιακή της ωριμότητα και τις παρεχόμενες προς τους πολίτες ψηφιακές υπηρεσίες, με επεξήγηση δύο μόνο σημαντικών δεικτών. Επιπλέον, πέρα από την έρευνα για την αποσαφήνιση των εννοιών, διεξήχθη και η απαιτούμενη έρευνα για την εύρεση και παρουσίαση ορισμένων πολύ βασικών έργων, τα οποία βασίζονται σε αυτήν την τεχνολογία. Τα ευρήματα καταδεικνύουν, πως παρόλο που η χώρα μας καταλαμβάνει χαμηλές θέσεις σε κατατάξεις, αυτό δεν σημαίνει πως δεν κάνει σημαντικά βήματα προς την νέα ψηφιακή πραγματικότητα. Αντίθετα, τόσο η χώρα μας όσο και οι υπόλοιπες Ευρωπαϊκές χώρες συνεχίζουν να εκσυγχρονίζονται από άποψη τεχνολογίας και να βελτιώνονται μέσα στο ανταγωνιστικό περιβάλλον, συνεπώς η χαμηλή θέση σε κατατάξεις δεν υποδηλώνει απόλυτα και αποκλειστικά αδράνεια έναντι των εξελίξεων. Η δημιουργία έργων καινοτομίας στην χώρα μας είναι ένα εγχείρημα, το οποίο συνεισφέρει σε πολύ μεγάλο βαθμό στον εκσυγχρονισμό διαδικασιών, λειτουργιών και υπηρεσιών, σε επίπεδο κάποιας κοινότητας ή κάποιου τόπου, καθώς και σε επίπεδο χώρας.	el
heal.abstract	The aim of this dissertation is the clarification of the concepts of Blockchain technology and e-Government as well as the presentation of several e-governing works based on the aforementioned technology, which have either incorporated Greek participants or are entirely Greek endeavors. The revolutionary character of this technology has been connected to abundant advantages in numerous fields; not only the ones that are directly linked with technological innovations and their evolution. Given that the digital transformation of our country has started to expand, being led by the need to adapt to the latest technological data, neither the public nor the private sector may fall behind, but should keep up with the latest progress in the field. The offer of high quality e-services, with a way which ensures the maximization of both the productivity of the organizations and the satisfaction expressed by the citizens, under the auspices of a democratic philosophy, is a goal of absolute importance. The provided e-services consist a significant matter, which should be kept in mind when choosing the right strategy; meaning that the investigation and catering for the citizens' needs should remain one of the top priorities when considering the technical specifications that ought to be followed. Considering the fact that the IoT (Internet of Things), the smart cities and the smart devices are an integral part of our everyday lives, it should be everyone's goal to seek intelligent ways to support the needs of the society of citizens in which we live, to raise everyone's awareness concerning the subject, to support the cultivation of a culture of justice and transparency in the acts of the system, to modernize the procedures and functions, and to maximize the satisfaction that can be felt when seeing the quality of the services which are offered. The study of the subject was realized in both a theoretical and a bibliographical level, while it incorporates the right amount of quantitative elements, without them being overbearing, since the position of Greece is studied as far as its digital maturity and its offered-to-the-citizens e-services are concerned, using and explaining only two very significant indicators. Furthermore, apart from the necessary investigation needed to clarify the concepts mentioned above, indispensable research was conducted, for the discovery and presentation of several quite basic works based on the aforementioned technology. The findings indicate the even though our country rates low in the relevant ranking systems, that does not necessarily mean it does not take important steps forward towards the new digital reality. In contrast, both our country and the rest of the European countries continue to modernize and ameliorate their systems in terms of technology in a competitive world, thus the low ranking does not seem to only indicate inactivity or indifference for the changes that take place. The creation of works of innovation in our country is an endeavor which contributes greatly to the modernization of procedures, functions and services in the level not only of local communities but of that of our country as a whole.	en
