heal.abstract	Η έννοια της ανθεκτικότητας τα τελευταία χρόνια εμφανίζεται ως η ιδανική απάντηση σε κάθε είδους επικείμενες απειλές και καταστροφές. Όπως όμως υποστηρίζει η παρούσα διατριβή, με την έννοια που έχει σήμερα στον κυρίαρχο λόγο, η ανθεκτικότητα δεν αποτελεί μια αναγκαιότητα με τεχνικούς όρους, όπως κυρίαρχα παρουσιάζεται, αλλά μια ιδεολογική κατασκευή και το πιο αποτελεσματικό πολιτικό εργαλείο για την εμπέδωση της νεοφιλελεύθερης πολιτικο-οικονομικής πρότασης. Τι είναι, τι θέλει και τι σημαίνει τελικά η ανθεκτικότητα; Πώς και γιατί η έννοια αυτή αναδύθηκε ως το κυρίαρχο νεοφιλελεύθερο εργαλείο διαχείρισης κινδύνων, για να εξελιχθεί σε κεντρικό διακύβευμα της σύγχρονης αναπτυξιακής πολιτικής; Πώς ορίζει τα προβλήματα και τις λύσεις τους σε επίπεδο χωρικής πολιτικής (συγκεκριμένα, στοχεύοντας στην “ανθεκτική” πόλη); Πώς αποτιμάται σήμερα η ανθεκτικότητα ως εφαρμοσμένη πολιτική; Και, εν τέλει, τι είδους κοινωνικό υποκείμενο στοχεύει να διαμορφώσει; Η απάντηση των ερωτημάτων αυτών απαιτεί μία ουσιαστική αποτίμηση των πολιτικών ανθεκτικότητας, για την οποία όμως είναι αναγκαία η θεωρητική πραγμάτευση και κριτική κατανόηση της ανθεκτικότητας ως σχολής σκέψης και ως μοντέλου ανάπτυξης που καταφάσκει στην νεοφιλελεύθερη αντίληψη για τον κοινωνικό μετασχηματισμό. Αρχικά αναδεικνύονται οι θεωρητικές καταβολές των εννοιών που νοηματοδοτούν την ανθεκτικότητα —όπως προσαρμογή, σύστημα, λειτουργία, δομή, (ασταθής) ισορροπία— στοχεύοντας στη θεωρητική ανασύσταση της λογικής της ανθεκτικότητας ως τρόπου σκέψης και ανάλυσης του κοινωνικού γίγνεσθαι. Στην αναζήτηση της γενεαλογίας αυτής εξετάζονται τα ιστορικά ορόσημα και τις συγκεκριμένες ιστορικές και ιδεολογικο-πολιτικές συνθήκες μέσα από τις οποίες διαμορφώνονται τα κεντρικά θεωρητικά εργαλεία που καταλήγουν στην έννοια της ανθεκτικότητας, αλλά και αναδεικνύονται οι καταβολές και οι συγγένειές της με συγκεκριμένα ιδεολογικά ρεύματα. Στη συνέχεια, επιχειρείται η σύνδεση του θεωρητικού υπόβαθρου που διαμορφώνει το πλαίσιο σκέψης της ανθεκτικότητας με τα υλικά αποτελέσματα των ακολουθούμενων πολιτικών που αυτή υπαγορεύει, ιδιαίτερα στις πόλεις, κατεξοχήν πεδίο μέχρι τώρα εφαρμογής τους. Aναδεικνύονται όψεις της συζήτησης γύρω από ορισμένες από τις πιο σημαντικές προκλήσεις της εποχής μας (περιβαλλοντικές καταστροφές, μετανάστευση, ασφάλεια, κ.ά,) μέσα από τρεις μελέτες περίπτωσης: τις στρατηγικές ανθεκτικότητας που καταρτίστηκαν για τη Νέα Ορλεάνη, την Αθήνα και τη Ραμάλλα στο πλαίσιο του προγράμματος “100 Ανθεκτικές Πόλεις”, το οποίο χρηματοδοτήθηκε και συντονίστηκε από το Ίδρυμα Ροκφέλερ. Επισημαίνεται ο τρόπος με τον οποίο οι πολιτικές ανθεκτικότητας υπηρετούν τον προσανατολισμό της ανάπτυξης σε νεοφιλελεύθερη κατεύθυνση (με την υποκατάσταση δημόσιων λειτουργιών από την ιδιωτική επιχειρηματική πρωτοβουλία), εμπλέκονται στην εδραίωση και ενίσχυση των κοινωνικών διαχωρισμών, ενώ αποτυγχάνουν στην ενίσχυση της ασφάλειας των πληθυσμών και των υποδομών απέναντι σε φυσικούς κινδύνους.	el
heal.abstract	The notion of resilience is, in recent years, increasingly presented as the ideal response to all kinds of imminent threats and disasters. However, as this thesis argues, in the sense that it is cur- rently understood in the dominant discourse, resilience is not a necessity in technical terms —as it is predominantly presented— but an ideological construct and the most effective political tool for the consolidation of the neoliberal political-economic proposal. But what exactly is resilience, what does it propose and what does it ultimately mean? How and why did this concept emerge as the dominant neoliberal risk management tool to then become a central stake in contemporary devel- opment policy? How does it define problems and their solutions at the level of spatial policy (specifically, aiming at creating the 'resilient' city)? How could resilience be valued as an applied policy? And, ultimately, what kind of social subject does it aim to shape? The answer to the above questions requires essentially the evaluation of resilience policies, which, in turn, necessitates a theoretical reification and critical understanding of resilience as a school of thought and as a model of development that affirms the neoliberal conception of social transformation. Initially, the theoreti- cal origins of the concepts that make resilience meaningful —such as adaptation, system, function, structure, (unstable) equilibrium— are highlighted, aiming at the theoretical reconstruction of the logic of resilience as a way of thinking and analysing social events. In the search for this genealo- gy, the historical milestones and the specific historical and ideological-political conditions through which the central theoretical tools that lead to the concept of resilience are shaped, as well as its origins and affinities with specific ideological currents, are examined. Secondly, the theoretical background that shapes the framework of resilience thinking is linked with the material results of the policies that it dictates, especially for the urban development, which constitutes the main field of their application so far. In this context, aspects of the debate on some of the most important challenges of our time (environmental disasters, migration, security, etc.) are highlighted through three case studies, namely the resilience strategies developed for New Orleans, Athens and Ra- mallah in the context of the '100 Resilient Cities' project, funded and coordinated by the Rocke- feller Foundation. It highlights the ways in which resilience policies serve to plan and impose de- velopment in a neoliberal direction (with the substitution of public functions by private business ini- tiative), are involved in consolidating and reinforcing social divisions, and fail to enhance the secu- rity of populations and infrastructure against natural hazards.	en
