heal.abstract	Η διπλωματική αυτή εργασία διερευνά το ζήτημα της στέγης στον κυπριακό χώρο, αναλύοντας την εξέλιξη της στεγαστικής πολιτικής και τους παράγοντες που την διαμορφώνουν, από την εποχή της αποικιοκρατίας μέχρι σήμερα. Το ζήτημα της στέγης εξετάζεται σε σχέση με το πολιτικό, οικονομικό και κοινωνικό πλαίσιο διακριτών φάσεων της σύγχρονης ιστορίας του νησιού, επιχειρώντας να διερευνήσει τη σχέση της στεγαστικής πολιτικής με τη γενικότερη αναπτυξιακή και κοινωνική πολιτική του κυπριακού κράτους. Το πρώτο μέρος της εργασίας περιλαμβάνει μια θεωρητική ανάλυση της στέγης και του δικαιώματος στη στέγη, παραθέτοντας κοινωνιολογικές θεωρίες, διεθνείς συμβάσεις και επισημαίνοντας την παγκόσμια τάση εμπορευματοποίησης της κατοικίας. Εξετάζει, επίσης, την έννοια του κράτους πρόνοιας και τη σχέση των προνοιακών πολιτικών με την στεγαστική πολιτική. Το δεύτερο μέρος εστιάζει στο ζήτημα της στέγης στον κυπριακό χώρο και διερευνά την αντιμετώπιση του στεγαστικού ζητήματος από την πολιτεία σε σχέση με τις εκάστοτε πολιτικές, οικονομικές και κοινωνικές συνθήκες και τις διαδοχικές κρίσεις του κυπριακού κράτους. Ειδικότερα, η εργασία επικεντρώνεται στους ενδογενείς και εξωγενείς παράγοντες και τις σύγχρονες προκλήσεις που δυσχεραίνουν την πρόσβαση στη στέγη στην τρέχουσα συγκυρία, παρουσιάζει και σχολιάζει την πρόσφατη στεγαστική πολιτική και εισηγείται μέτρα που μπορούν να συμβάλουν στην απάμβλυνση της κρίσης.	en
heal.abstract	This thesis explores the issue of housing in Cyprus, analysing the development of housing policy and the factors shaping it, from the colonial period to the present day. The housing issue is examined within the political, economic, and social context of distinct phases in the island’s modern history, aiming to investigate the relationship between housing policy and the broader developmental and social policies of the Cypriot state. The first part of this study includes a theoretical analysis of housing and the right to housing, referencing sociological theories, international conventions, and highlighting the global trend of housing commodification. It also examines the concept of the welfare state and the relationship between welfare policies and housing policy. The second part focuses on the issue of housing in Cyprus and explores the state’s response to the housing issue in relation to the changing political, economic, and social conditions and the successive crises faced by the Cypriot state. In particular, the paper focuses on the internal and external factors, as well as the contemporary challenges, that hinder access to housing today. It presents and comments on recent housing policies and suggests measures that could help alleviate the crisis.	en
