heal.abstract	Ο σκοπός της παρούσας διπλωματικής εργασίας ήταν η διερεύνηση μεθοδολογιών, προσεγγίσεων και εργαλείων που έχουν υιοθετηθεί από την ερευνητική κοινότητα και τις κυβερνήσεις διεθνώς για τη Συμμετοχική Διακυβέρνηση στην εποχή του Web 2.0. Ο όρος "Government 2.0" έρχεται να σηματοδοτήσει μια νέα εποχή με ευφυέστερες ηλεκτρονικές δημόσιες υπηρεσίες για τους πολίτες και τις επιχειρήσεις. Η νέα εποχή διακυβέρνησης στηρίζεται στις τεχνολογίες "Web 2.0", ένα νέο κύμα διαδικτυακών εφαρμογών που παρέχουν στους χρήστες προηγμένες δυνατότητες για επικοινωνία και ηλεκτρονική συνεργασία. Στα πλαίσια της διπλωματικής επιχειρήθηκε μια προσέγγιση της νέας γενιάς του Διαδικτύου και των τεχνολογιών της με τις δυνατότητες που είναι σε θέση να προσφέρουν στον τομέα της Ηλεκτρονικής Διακυβέρνησης. Ειδικότερα, έγινε καταγραφή και ανάλυση των τεχνολογιών που αποτελούν το φαινόμενο του Web 2.0 με τα χαρακτηριστικά και τις δυνατότητες που μπορούν να προσφέρουν στους χρήστες. Έγινε ανάλυση όρων όπως Διακυβέρνηση 2.0 και Ηλεκτρονική Συμμετοχή (e-Participation) ενώ μελετήθηκαν οι περιοχές χρήσης του Web 2.0 σε πλαίσια Ηλεκτρονικής Διακυβέρνησης. Περιγράφηκαν και προτάθηκαν ενδεχόμενες κυβερνητικές χρήσεις για κάθε Web 2.0 εφαρμογή, καταγράφηκαν υπάρχουσες κυβερνητικές εφαρμογές σε διεθνές επίπεδο ενώ παράλληλα έγινεσυγκριτική καταγραφή δημοφιλών Web 2.0 εφαρμογών. Τέλος, περιγράφεται η υφιστάμενη κατάσταση στην Ελλάδα και το επίπεδο ετοιμότητας της χώρας μας ενώ παρουσιάζονται οι δυσκολίες αλλά και οι προοπτικές που χαράζονται στη νέα εποχή της Ηλεκτρονικής Διακυβέρνησης.	el
heal.abstract	The aim of the present diploma thesis was the analysis of methodologies, approaches and tools that have been adopted by the research community and the governments on an international basis for the Participative Government in the era of Web 2.0. The term “Government 2.0” comes to bring a new era with more brilliant electronic public services for the citizens and enterprises. The new era of government is based on the “Web 2.0” technologies, a new wave of internet applications that provide users with advanced possibilities for communication and electronic collaboration. In the context of this diploma thesis, what was attempted is an approach of the new Internet generation and its technologies along with the possibilities that are in position of offering in the sector of Electronic Government. More specifically, it was conducted recording and analysis of the technologies that constitute the phenomenon of Web 2.0 along with the characteristics and possibilities they may offer to the users. Furthermore, analysis of terms such as Government 2.0 and e-Participation was held while the domains of usage of Web 2.0 in the e-government context were studied. Potential governmental uses for each Web 2.0 application were described and proposed and existing governmental applications were recorded internationally while at the same time a comparative recording of popular Web 2.0 applications was conducted. Finally, the existing situation in Greece and the level of readiness of our country are described while the difficulties but also the prospects that are involved in the new era of Electronic Government are presented.	en
