heal.abstract	Εν όψη δύο φιλοδοξών προγραμματικών σχεδίων, την έλευση της γραμμής μετρό 4 και της μεταστέγασης του Πρωτοδικείου Αθηνών, η ευρύτερη περιοχή Ευέλπιδων, συμπεριλαμβανομένων του Πεδίου του Άρεως και του Συγκροτήματος ΣΕΘΑ, δέχεται πολλαπλές πιέσεις που δύναται να μετασχηματίσουν ριζικά έναν από τους εναπομείναντες θύλακες πρασίνου, πολιτισμού και ιστορικότητας του κέντρου της Αθήνας. Καθώς ανάλογες μεταβολές του αστικού παλίμψηστου εγκυμονούν δυνατότητες αλλά και απειλές για την ακεραιότητα της πόλης, προτείνεται ένα στρατηγικό σχέδιο τριών φάσεων, στο χώρο και το χρόνο, που αποσκοπεί στην αντιμετώπιση αναδυόμενων αμηχανιών μιας ανάλογης μετάβασης. Έχοντας ως γνώμονα την σταδιακή μεταστέγαση και τη επανένταξη του αδρανούς κτιριακού δυναμικού του συγκροτήματος Ευέλπιδων στην πόλη, με νέους όρους, ως μια νέα Ανώτατη Τεχνική Σχολή επεξεργασίας υλικών, δομούνται τα πεδία επέμβασης κάθε φάση. Η Φάση Α εστιάζει στην αποκατάσταση της συνδεσιμότητας και των συρραφών ανάμεσα στα γειτνιάζοντα αλλά αποκομμένα τμήματα της πόλης, περιφερειακά του Πάρκου και του Συγκροτήματος. Η Φάση Β αποσκοπεί στην σταδιακή αποσυμφόρηση του Συγκροτήματος Ευελπίδων από το κτιριακό δυναμικό που προστέθηκε με τρόπο επιπόλαιο και βιαστικό, αλλοιώνοντας εν τέλη τόσο τον ιστορικό, όσο και το δομικό χαρακτήρα των κτισμάτων. Η τελευταία Φάση Γ, σηματοδοτεί την επανένταξη της ΣΕΘΑ στη πόλη. Το ιστορικό συγκρότημα, καθώς και οι προτεινόμενες συμπληρωματικές προσθήκες διαρρηγνύουν οριστικά το αυστηρό όριο της προγενέστερης χρήσης, και αποδίδουν νέα ζωή στη περιοχή μακροπρόθεσμα. Συμπερασματικά, η προσέγγιση της εν λόγω διπλωματικής αποσκοπεί στην θεμελίωση μια μεθοδολογικής προσέγγισης ανάλογων αστικών αμηχανιών, ώστε μέσω σταδιακών επεμβάσεων, ικανών να αξιολογηθούν στο χώρο και το χρόνο, να επιτυγχάνεται η ομαλή και ακέραια αποκατάσταση της αστικής ισορροπίας και ομοιογένειας.	el
heal.abstract	In the context of two ambitious development plans—the arrival of Metro Line 4 and the relocation of the Athens Court of First Instance—the wider area of Evelpidon, including Pedion tou Areos and the Military complex, is facing multiple pressures that could radically transform one of the remaining green areas, of culture, and historical significance in the center of Athens. As such changes to the urban palimpsest carry both opportunities and threats to the integrity of the city, a three-phase strategic plan, in both space and time, is proposed to address the emerging uncertainties of this transition. Guided by the gradual relocation and reintegration of the dormant building infrastructure of the Evelpidon complex into the city, under new terms, as a new Higher Technical School for materials processing, the intervention areas of each phase are structured accordingly. Phase A focuses on restoring connectivity and stitching together the neighboring yet fragmented parts of the city, around the Park and the Complex. Phase B aims at gradually relieving the Evelpidon Complex of building structures that were hastily and carelessly added, ultimately distorting both the historical and structural character of the site. The final Phase C marks the reintegration of SEΘA into the urban fabric. The historic complex, along with the proposed complementary additions, permanently break the strict boundaries of its former use, breathing new life into the area in the long term. In conclusion, this thesis project aims to establish a methodological approach to similar urban uncertainties, so that through gradual interventions—evaluated across space and time—a smooth and coherent restoration of urban balance and homogeneity can be achieved.	en
