heal.abstract	Η παρούσα διπλωµατική εργασία έχει ως σκοπό την µελέτη για την εύρεση ενός µοντέλου κοστολόγησης του τηλεοπτικού φάσµατος εν’ όψει της µετάβασης της τηλεόρασης από αναλογική σε ψηφιακή στην Ελλάδα. Στο πρώτο κεφάλαιο περιγράφεται η παρούσα κατάσταση στις Ευρωπαϊκές χώρες καθώς και τα όρια που έχουν τεθεί για την µετάβαση τους στην ψηφιακή πλατφόρµα εκποµπής. Επίσης περιγράφονται οι µελλοντικοί στόχοι για περαιτέρω εξέλιξη καθώς και οι υπηρεσίες που θα µπορούσαν να αναπτυχθούν. Στο δεύτερο κεφάλαιο εξετάζεται το δίκτυο λειτουργίας και µετάδοσης για την DTT εκποµπή και αναλύεται στα στοιχεία του εξοπλισµού που το αποτελούν. Επίσης κατανέµεται το κόστος του DTT δικτύου στα επιµέρους στοιχεία του και περιγράφονται και κάποιες ακόµα παράµετροι για την κοστολόγηση του συνολικού δικτύου. Στο τρίτο κεφάλαιο αναλύονται οι οικονοµικές µέθοδοι που χρησιµοποιούνται για την κοστολόγηση και την τιµολόγηση στις τηλεπικοινωνίες καθώς και το µοντέλο που εφαρµόζεται ήδη στην Φινλανδία. Επίσης σχολιάζεται η εφαρµογή του σε δύο πολυπλέκτες. Τέλος, στο τέταρτο κεφάλαιο περιγράφεται η κατάσταση της τηλεόρασης στην Ελλάδα, η αξία της στην καθηµερινή ζωή και οι ιδιαιτερότητες του Ελλαδικού χώρου µε βάση το ανάγλυφο της χώρας και την κατανοµή του πληθυσµού που δηµιουργούν εµπόδια για την τηλεοπτική κάλυψη. Στην συνέχεια παρατίθενται κάποια παραδείγµατα για την κάλυψη της Αθήνας και της Θεσσαλονίκης. Για την ανάλυση αυτή χρησιµοποιήθηκε το πρόγραµµα ATDI ICS Telecom. Τέλος, αναλύεται το προτεινόµενο µοντέλο κοστολόγησης και τιµολόγησης για την περίπτωση της Ελλάδας.	el
heal.abstract	This thesis aims to study on the research of a model of cost accounting for television spectrum in view of the transition of television from analogue to digital in Greece. The first chapter discusses the present situation in the European countries as well as the deadlines that have been set for their transition to the digital platform of emission. It also describes the future objectives for further development as well as the services that could be added. The second chapter examines the operation and transmission network for the DTT emission and how this is analyzed in the elements of equipment that is constituted. It also distributes the cost of DTT network in his individual elements and describes some extra parameters for the cost accounting process of the total network. The third chapter analyzes the economic methods that are generally used in the cost accounting and pricing process in telecommunications, as well as, the model that is already in use in Finland. Here are, also, commented the results that came up from using the above model on two multiplexes in Finland. In the end, the fourth chapter describes the television’s state in Greece, the importance of it in everyday life and the particularities of Greece, from the view of the terrene morphology and the population’s allocation, that create obstacles for the full television coverage. Afterwards, certain examples are mentioned for the coverage of Athens and Thessalonica˙ the ATDI ICS Telecom program was used for this analysis. Finally the proposed model of cost accounting and pricing for the case of Greece is presented and analyzed.	en
