heal.abstract	Η ολοένα και αυξανόμενη κατανάλωση ενέργειας σε ολόκληρο τον κόσμο έχει κάνει έντονη την ανάγκη να ληφθούν δραστικά μέτρα. Οι ενεργειακές επενδύσεις αφορούν διάφορους τομείς, όπως την παραγωγή και μεταφορά ηλεκτρισμού, επενδύσεις στον τομέα του πετρελαίου, στον τομέα του φυσικού αερίου, αλλά και στο τομέα των Ανανεώσιμων Πηγών Ενέργειας (ΑΠΕ). Η διπλωματική εργασία πραγματοποιείται στο πλαίσιο μιας προσπάθειας, διερεύνησης του δυναμικού ΜΚΑ για την υλοποίηση κατάλληλων και βιώσιμων ενεργειακών επενδύσεων, με οφέλη τόσο για τους επενδυτές όσο και για τις χώρες υποδοχής των έργων, αλλά και την ταυτόχρονη προστασία του περιβάλλοντος. Σκοπός της συγκεκριμένης διπλωματικής εργασίας, είναι η παροχή υποστήριξης στους εκάστοτε αποφασίζοντες για την επιλογή βιώσιμων ενεργειακών επενδύσεων μέσω του ΜΚΑ, με στόχο την ανάδειξη των κατάλληλων ενεργειακών τεχνολογιών που θα υλοποιηθούν στο πλαίσιο αυτών των επενδύσεων, με βάση πάντα τις ανάγκες και προοπτικές της εξεταζόμενης χώρας. Στο παραπάνω πλαίσιο έγινε αρχικά αναφορά στο φαινόμενο του θερμοκηπίου, στο Πρωτόκολλο του Κιότο και τους ευέλικτους μηχανισμούς του. Έμφαση δόθηκε στη παρούσα κατάσταση του ΜΚΑ, τα τρέχοντα χρηματοδοτικά προγράμματα, αλλά και εν γένει στους χρηματοδοτικούς μηχανισμούς αυτών των έργων. Στη συνέχεια παρουσιάστηκε η βιώσιμη ανάπτυξη ως στόχος του ΜΚΑ, ακολούθησε μια συνοπτική καταγραφή των τεχνολογιών βιώσιμης ενεργειακής ανάπτυξης, μαζί με μια μέθοδο επιλογής της κατάλληλης τεχνολογίας που ικανοποιεί το στόχο της βιώσιμης ανάπτυξης για τη χώρα αυτή. Επιπλέον, παρουσιάστηκε μια μεθοδολογική προσέγγιση για την αξιολόγηση της ενεργειακής κατάστασης μιας αναπτυσσόμενης χώρας, αναφορικά με τη δυνατότητα υλοποίησης έργων ΜΚΑ. Η μεθοδολογία αυτή που συμπεριλαμβάνει συγκεκριμένα στάδια, βασίζεται στη θεωρητική καταγραφή της ενεργειακής κατάστασης της εκάστοτε χώρας, στη συμπλήρωση ενεργειακών στοιχείων για την εξεταζόμενη χώρα με τη βοήθεια ενός «Συγκεντρωτικού Πίνακα», στη διεξαγωγή συνεντεύξεων με τοπικούς εμπειρογνώμονες, με τη χρήση ενός κατάλληλα διαμορφωμένου ερωτηματολογίου και τέλος τη πραγματοποίηση συμμετοχικού συνεδρίου στην υπό εξέταση χώρα. Τέλος, πραγματοποιήθηκε πιλοτική εφαρμογή της προτεινόμενης μεθοδολογίας για το Ισραήλ.	el
heal.abstract	The continuously increasing consumption of energy in entire the world has made intense the need for drastic measures. The energy investments concern various sectors, as the production and transport of electricity, investments in the sector of oil and natural gas and in the sector of Renewable Sources of Energy (RSE). This diplomatic work is implemented in the frame of investigating the possibility of implementing viable energy investments, with profits so much for the investors, but also for the reception countries of such projects, with the simultaneous protection of environment. Aim of this particular diplomatic work, is to easy the choice of viable energy investments via CDM, aiming at the appointment of suitable energy technologies that will be implemented in the frame of these investments, according to the needs and prospects of each country. In the above frame, became initially report in the phenomenon of greenhouse and in the Protocol of Kyoto and its flexible mechanisms. Accent was given in the Clean Development Mechanism. Then there was examination of the present situation that prevails in regard to the programs of CDM, in the running financing programs, but also in general in the financing mechanisms of these programs. Then was presented the viable growth as objective of CDM, followed by an assembled picture of the technologies that fulfill this purpose, along with a method of evaluation of energy needs of each country, and choice of suitable energy technologies. Moreover, a methodological approach for the evaluation of the energy situation of developing countries in regard to the possibility of implementing CDM projects, was presented. This methodology that includes concrete stages, is based on the theoretical recording of energy situation of each country, on the completion of energy elements for the examined country with the help of "Country Context", in the conduct of interviews with local experts, with the use of a questionnaire and finally the realisation of participative congress in the country under review, aiming at the concentration of information. At the same time is evaluated the contribution of various technological choices in the viable growth of country. Finally, was realised pilot application of proposed methodology for Israel.	en
