Κοστολόγηση αρδευτικού νερού στην περιοχή Μεσσαρά του Νομού Ηρακλείου Κρήτης

Abstract

Το μείζον ζήτημα της διαχείρισης των υδατικών πόρων και γενικά του αγαθού που η φύση προσφέρει, έχει απασχολήσει ιδιαίτερα την επιστημονική κοινότητα. Τα τελευταία χρόνια η υπερεκμετάλλευση του νερού, τόσο για ύδρευση όσο και για άρδευση των καλλιεργούμενων εκτάσεων έχει οδηγήσει σε υποβάθμιση των επιφανειακών και υπόγειων υδατικών πόρων. Ειδικά στη νησιωτική περιοχή της Κρήτης, όπου λόγω των κλιματικών συνθηκών ευνοούνται οι καλλιέργειες πολλών οπωροκηπευτικών ειδών, οι μεγάλες ανάγκες σε αρδευτικό νερό έδωσαν το έναυσμα για κατασκευή σημαντικών έργων άρδευσης. Μια τέτοια περίπτωση είναι η περιοχή της Μεσσαράς, νοτιοδυτικά του Ν. Ηρακλείου Κρήτης, όπου κατασκευάστηκε το Φράγμα της Φανερωμένης και, εν συνεχεία, ο αγωγός που θα τροφοδοτεί τα αρδευτικά δίκτυα προς ενίσχυση των τριών ζωνών καλλιεργήσιμων εκτάσεων της εν λόγω περιοχής. Η παρούσα διπλωματική εργασία έχει ως στόχο την κοστολόγηση του αρδευτικού νερού της περιοχής της Μεσσαράς λαμβάνοντας υπόψη τις τρεις παραμέτρους της Οδηγίας-Πλαίσιο για τα νερά 2000/60/EΚ, η οποία έχει ως στόχο την πλήρη ανάκτηση του κόστους του νερού βάσει του χρηματοοικονομικού κόστους, του περιβαλλοντικού κόστους και του κόστος πόρου. Στο πλαίσιο της εργασίας υπολογίζονται και οι τρεις αυτές συνιστώσες και, ακολούθως, διερευνάται η προτεινόμενη από τον τοπικό ΤΟΕΒ τιμολόγηση του αρδευτικού νερού σε σύγκριση με τα αποτελέσματα της εργασίας και τις απαιτήσεις της Οδηγίας 2000/60. Η εργασία δομείται ως εξής: Στο Κεφάλαιο 1 γίνεται μια ιστορική αναδρομή της χρήσης του νερού και αναλύεται η σημασία του όπως την αντιλήφθηκε ο άνθρωπος εξαρχής. Γίνεται επίσης μια σύντομη αναφορά στον υδρολογικό κύκλο του νερού και στις πολλαπλές χρήσεις του. Τέλος, γίνεται λόγος για τη διαχείριση των υδατικών πόρων στη χώρα μας. Στο Κεφάλαιο 2 γίνεται εκτενής αναφορά στην ανάγκη της βιώσιμης διαχείρισης των υδατικών πόρων και στην προσπάθεια επίτευξής της με την εφαρμογή της Οδηγίας 2000/60. Επιπλέον, παρουσιάζεται η τιμολογιακή πολιτική στο πλαίσιο της Οδηγίας 2000/60 ώστε να επιτευχθεί η πλήρης ανάκτηση του κόστους του νερού. Τέλος, αναλύονται οι τρεις συνιστώσες διαμόρφωσης του πραγματικού κόστους του νερού (χρηματοοικονομικό, περιβαλλοντικό και κόστος πόρου) σε θεωρητική και πρακτική προσέγγιση όπως επίσης και οι μηχανισμοί ανάκτησης του κόστους. Στο Κεφάλαιο 3 αναλύεται πώς εφαρμόζεται η Οδηγία-Πλαίσιο στον ελλαδικό και ευρωπαϊκό χώρο. Αναλύονται οι χρήσεις νερού στη χώρα μας και το νέο θεσμικό πλαίσιο βάσει του οποίου η χώρα μας συνέταξε νέους νόμους εναρμόνισης με την οδηγία, καθώς και οι φορείς που εμπλέκονται στην εν λόγω διαδικασία. Ακολουθεί αναφορά στα σχέδια διαβούλευσης των σχεδίων διαχείρισης των υδατικών διαμερισμάτων της χώρας μας. Τέλος, αναλύεται η σημερινή κατάσταση στην Ευρώπη και πως έχουν εφαρμόσει έως τώρα την οδηγία πλαίσιο τα Κράτη-Μέλη. Στο Κεφάλαιο 4 γίνεται αναλυτική παρουσίαση της περιοχής μελέτης με βάση γεωλογικούς, μορφολογικούς ,οικονομικούς, πληθυσμιακούς κ.ά. παράγοντες. Στη συνέχεια, αναλύονται τα αρδευτικά έργα στην περιοχή, τα οποία θα τροφοδοτήσουν και θα ενισχύσουν τις αρδευόμενες καλλιέργειες, ήτοι το φράγμα της Φανερωμένης και τα αρδευτικά δίκτυα διανομής. Στο Κεφάλαιο 5 πραγματοποιείται η κοστολόγηση του αρδευτικού νερού για την περιοχή της Μεσσαράς, βάσει της Οδηγίας 2000/60. Σε αυτό το πλαίσιο γίνεται αναλυτική εκτίμηση του του χρηματοοικονομικού κόστους για το φράγμα και τα δίκτυα, το οποίο περιλαμβάνει κόστος κατασκευής και κόστος συντήρησης και λειτουργίας. Ακολούθως, αναλύονται οι περιβαλλοντικές επιπτώσεις που αναμένεται να προκύψουν από τη λειτουργία του φράγματος στην περιοχή και αποτιμώνται σε οικονομικούς όρους με τη μέθοδο Μεταφοράς Οφέλους (Benefit transfer). Στη βάση των παραπάνω υπολογίζεται το περιβαλλοντικό κόστους και το κόστος πόρου και, τελικά, το συνολικό κόστος. Το τελευταίο συγκρίνεται με τη σημερινή τιμολογιακή πολιτική των ΤΟΕΒ της περιοχής. Στο κεφάλαιο 6 παρουσιάζονται τα σημαντικότερα συμπεράσματα που προκύπτουν από την παρούσα εργασία.

The major issue of water resource management in general, the good which nature offers in abundance, has particularly concerned the scientific community. In recent years there has been much effort by the competent institutions of the European Community in order to achieve the objectives of its rational management. The overexploitation of water, not only the drinking one but also the irrigation of farmland, has resulted in degradation of groundwater. Especially in the island of Crete where due to climatic conditions many kinds of favor crops thrive , the management of available irrigation water is obvious that could only be done by drilling, a fact that gave rise to the construction of irrigation projects while maintaining the quality of groundwater and surface water. One such case is the area of Messara, located in southwest area of Herakleon on the island of Crete, of the dam of Faneromeni was built and then the pipeline would supply the irrigation networks in support of the three zones of irrigation farmland in the region. This thesis aims to export a conclusion as concerned the price of irrigation water in the region of Messara considering the three parameters of the Water Framework Directive 2000/60/EC. The Water Framework Directive creates a legal framework for the protection and restoration of clean waters across the European Union. The Directive, which entered into force in December 2000, provides common principles, approaches and requirements for water management in the European Union; it also leaves broad leeway for Member State individual approaches. The directive refers to the recovery of the full cost of water services and clarifies the cost components that should be included in the full cost (the supply cost, the source cost and the environmental cost) Then a comparison between the conclusion of full cost and of the pricing that is applied in the region of Messaras by the local managing authority TOEB is being done. Individual chapters of the work are presented as follows: Chapter 1 gives a historical overview of water use and analyzes the importance of their attention from the beginning of the word. Then it provides general information concerning the water cycle and its multiple uses. Finally it ends with a reference to the the management of water resources in our country. In Chapter 2, a comprehensive reference to the need for sustainable management of water resources is being presented and how this fact will be achieved through the implementation of the Framework Directive . Moreover it illustrates the way in which a pricing policy in all EU Member States need to be implemented and what aspects should be taken into account by the operator costing and pricing of water supply and irrigation water to achieve a recovery of the total cost of water. Finally the three components that form the full cost of water (supply, environmental and source costs)are being analyzed in theoretical and practical approach as well as the recovery cost mechanisms which are under study. Chapter 3 discusses how to implement the Water Framework Directive in Greece and Europe. It analyzes the uses of water in our country and the new institutional framework under which our country drafted new legislations trying to be harmonized with the Directive and the actors involved in this process. Later, a reference in the consultation draft management plans for water districts of our country is being done. Finally it analyzes the current situation in Europe and how the European states have been implemented with the terminals of the directive The fourth chapter consists of a detailed presentation of the study area based on geological, morphological, economic, population, etc. factors .Then the constructed projects that will feed and strengthen the crops of the region, namely the dam and the irrigation distribution networks are being analyzed The fifth chapter is a proposal costing of irrigation water for the region of Messaras, which will be enhanced by the dam as it is results by the water Framework Directive on water. The analysis is based in calculating the financial cost of the dam and networks, which includes construction costs and maintenance and operating costs. After that , an extended reference in the the environmental impacts of the dam in the whole area,is being evaluated and the benefit transfer method is being used in order for the environmental and the source cost to be calculated. The total cost of the irrigation water in the region of Messaras arises by summing the three sub-costs . This is being comparised with the proposing pricing that is applied by the local TOEB. In chapter 6 all the conclusions that have been derived fron this thesis are being presented.
