Μοντελοποίηση διαδικασιών και δεικτών απόδοσης με την χρήση του λογισμικού ARIS. Μελέτη περίπτωσης σε Οργανισμό Τοπικής Αυτοδιοίκησης της Αττικής

Abstract

Στο παρόν παραδοτέο μελετούνται οι είκοσι πιο βασικές διαδικασίες ενός ΟΤΑ του Λεκανοπεδίου Αττικής .Η μελέτη τους αφορά στα βήματα στα οποία χωρίζονται ,στις οργανωτικές ομάδες από τις οποίες εκτελούνται , στα εισερχόμενα και εξερχόμενα έγγραφα και στα συστήματα που χρησιμοποιούνται. Οι διαδικασίες μοντελοποιούνται με βάση την σημειολογία BPMN 2.0.Πάνω στις διαδικασίες ενσωματώνονται δείκτες μέτρησης απόδοσης (Key Performance Indicators) , οι οποίοι έχουν στόχο την αξιολόγηση και την Συγκριτική αξιολόγηση Τοπικών Οργανισμών Αυτοδιοίκησης τόσο τον καθένα ξεχωριστά όσο και συγκριτικά τον έναν με τον άλλον. Οι δείκτες απεικονίζονται με μοντέλα KPIs allocation diagrams τα οποία είναι και αυτά από την πλατφόρμα Aris platform και συνδέονται με τα διαγράμματα των διαδικασιών για πληρέστερη απεικόνιση όλων των παραμέτρων που συμπεριλαμβάνονται στις διαδικασίες (πληροφοριακά συστήματα, οργανωτικές μονάδες και εξωτερικοί εμπλεκόμενοι ρόλοι).

This diploma thesis, entitled “Business Process Modeling and Key Performance Indicators Using the ARIS Software: Case Study at a Local Authority of Attica”, was carried out within the course "Information Systems in Production" offered by the Sector of Industrial Engineering & Operational Research, School of Mechanical Engineering, National University of Athens. It deals with the concept of map indicators for measuring its effectiveness but also the prospective comparison (Benchmarking) of these processes between different but with similar activities Local Authorities. This deliverable analyzes twenty of the most basic processes of a Local Authority in Attica. The study of these processes concerns the steps that they are divided into, the organizational groups by which they are executed, the incoming and outgoing documents and the systems used. Process Modeling is based on the notation BPMN 2.0. Key Performance Indicators are incorporated on the processes and are designed to assess and benchmark Local Authorities both individually and compared one with another. The indicators are illustrated by KPIs allocation diagrams, which are also part of the ARIS Platform and are linked with the process diagrams for a more complete illustration of all parameters that are included in the processes (information systems, organizational units and external stakeholders).
