Ανάπτυξη Προσχεδίου Δράσης για την Αειφόρο Ενέργεια για το Δήμο Δελφών

Abstract

Το Σύμφωνο των Δημάρχων αποτελεί μια Ευρωπαϊκή πρωτοβουλία μέσω της οποίας τοπικές και περιφερειακές αρχές δεσμεύονται εθελοντικά να μειώσουν τουλάχιστον κατά 20% τις εκπομπές αερίων του θερμοκηπίου, εντός των γεωγραφικών τους ορίων, έως το 2020. Με βάση τις οδηγίες του Συμφώνου, οι δήμοι που συμμετέχουν καλούνται να υποβάλουν ένα εγκεκριμένο από το δημοτικό συμβούλιο Σχέδιο Δράσης για την Αειφόρο Ενέργεια (ΣΔΑΕ), το οποίο περιλαμβάνει την απογραφή των εκπομπών του δήμου, καθώς και τις δράσεις με τις οποίες σκοπεύει να πετύχει τον προηγούμενο στόχο. Σκοπός της παρούσας διπλωματικής είναι η ανάπτυξη ενός Προσχεδίου Δράσης για την Αειφόρο Ενέργεια για τον Δήμο Δελφών του Νομού Φωκίδος. Αρχικά, γίνεται μια καταγραφή του ενεργειακού αποτυπώματος και των αντίστοιχων εκπομπών του Δήμου για το έτος 2011, αξιοποιώντας στοιχεία από τιμολόγια καυσίμων, στατιστικά στοιχεία καθώς και μελέτες. Στη συνέχεια γίνεται παρουσίαση και ανάλυση ρεαλιστικών προτάσεων από πλευράς του δήμου σε όλους τους τομείς ενεργειακής κατανάλωσης για τη μείωση των εκπομπών CO2. Οι προτάσεις αυτές περιλαμβάνουν πιο ενεργή συμμετοχή των ανανεώσιμων πηγών ενέργειας (ΑΠΕ) στα όρια του δήμου και μέτρα εξοικονόμησης ενέργειας (ΕΞΕΝ) με σκοπό τη βελτίωση της ενεργειακής αποδοτικότητας του Δήμου και την επίτευξη του στόχου μείωσης των εκπομπών.

The Covenant of Mayors is a mainstream European movement involving local and regional authorities, voluntarily committing to reduce by at least 20% the greenhouse gas emissions within their territorial limits by 2020. According to the directives of the Covenant, the municipalities that decide to participate are called upon to submit a local council approved Sustainable Energy Action Plan (SEAP), which includes the municipality’s Baseline Emission Inventory and the actions which the local authority intends to implement in order to achieve the previous target. The purpose of this thesis is to develop a draft sustainable action plan for the rural municipality of Delphi. Firstly, the energy footprint and emissions of the municipality for the year 2011 are estimated. For this purpose, fuel and electricity invoices are utilized, along with statistical data for the prefecture and studies for the estimation of the consumptions where no accurate energy consumption data are being kept. Then, practical and realistic actions to be implemented by the local authority in all the municipality’s energy consuming sectors are presented, targeting to the reduction of the CO2 emissions through a more active participation of the Renewable Energy Sources (RES) and Rational Use of Energy (RUE) technologies. These actions target to the improvement of the municipality’s energy efficiency and the satisfaction of its CO2 reduction target.
