heal.abstract | One of the major problems faced by the top managers of hierarchical organizations (e.g., Army, Police, etc.) is that of the professional evolution of its members, and the repercussions of this on the performance of the organization. The model presented in this article is designed to describe the evolutionary process in a strictly hierarchical manpower system, consisting of k discrete levels, and in which one can enter only at level 1. It is a descriptive model which answers such questions as, how long will it take, on average, for an employee to reach level i(i = 1,2,..., k); what is the probability of leaving the system after t years of service; or what is the expected length of service in the system? The model allows for the determination of wastage and promotion rates for each of the levels of the organization, and for the recruitment rate, either via simulation or by employing an optimization technique. In the present case Kalman filter is employed for estimating the various rates and to produce forecasts of the system's future state. © 1983. | en |
