ABSTRACT: The Erika (1999) and the Prestige (2002) accidents have caused major pollution on European waters/shores, and have increased society's awareness of safety issues and the aversion to risk. As a result of the increased social and political pressures, stringent international regulations have been put into force, as often done without a proper rational risk analysis. In January 2004, the EC funded project named ""Pollution Prevention & Control"" started to address this issue through a research programme, with the primary objective of developing a framework for assessing the risk associated with design and operation of a tanker. The project started by identifying the high risk hazards of the tanker-environment system, i.e. the critical accident scenarios involving the vessel's loss of watertight integrity and which consequently can cause pollution and environmental damages. To this end, a risk assessment was performed & supported at an earlier stage by the analysis of a tanker accident database (developed for the scope of the project) which is based on about 1300 AFRAMAX tanker accidents records for the period 1978 to 2003. Because of the partly insufficient quantitative information from the analysis of the employed tanker accident database, the study was supported by an expert judgements session. Basically three types of questions were addressed by the experts: How likely are the scenarios? What are the consequences of these scenarios? What risk control options could be implemented in order to prevent or mitigate such risk? The paper starts by presenting briefly the general approach undertaken for the risk assessment and then attention is paid to the expert session and in particular to the analysis of the results coming from the meeting. The paper finally attempts a comparison of results from the analysis of the employed historical database with those of the expert session. © 2005 Taylor & Francis Group. |
