Στόχος της διπλωματικής εργασίας είναι η εκπόνηση ενός Ολοκληρωμένου Προγράμματος Ανάπτυξης του Νομού Κιλκίς, αξιοποιώντας για το σκοπό αυτό την προσέγγιση LIPSOR. Στο πλαίσιο αυτό, στην εργασία χρησιμοποιούνται τα υπομοντέλα MICMAC και MACTOR της προσέγγισης LIPSOR, με σκοπό τη μεγαλύτερη εμβάθυνση : α) στα κοινωνικά, οικονομικά και περιβαλλοντικά δεδομένα της περιοχής και τις μεταξύ τους σχέσεις επίδρασης - επιρροής, αλλά και στα στοιχεία του εξωτερικού περιβάλλοντος που μπορεί να επηρεάσουν τη μελλοντική εξέλιξη της περιοχής, και β) στους συντελεστές - actors του υπό μελέτη συστήματος, ο επιλογές των οποίων μπορούν επίσης να επηρεάσουν την εξέλιξη της περιοχής. Η πληροφορία που παράγεται με συστηματικό τρόπο από τα δύο αυτά υπομοντέλα, αξιοποιείται για τη δόμηση σεναρίων ολοκληρωμένης ανάπτυξης της εν λόγω περιοχής, τα οποία αξιοποιούν με τον καλύτερο δυνατό τρόπο τα συγκριτικά της πλεονεκτήμτα.
The present Diploma Thesis was carried out at the Department of Geography and Regional Planning, School of Rural and Surveying Engineering, National Technical University of Athens. Its main goal is the elaboration of an Integrated Development Plan for the Kilkis region (nomos) that serves future development objectives by integrating environmental, social and economic aspects. The region of Kilkis is an area in the neighbourhood of the second metropolitan urban centre of Greece, i.e. Thessaloniki, while it has very good access to the Balkanian countries through road as well as rail transport corridors. Moreover, the region is endowed by several natural distinguished characteristics and resources that can support the future development of the area. The primary and secondary sectors, although they traditionally have formed the main source of employment and income in the region, are nowadays exhibiting a certain decline, while the tertiary sector is increasing its share in the local economic structure. In the present thesis, three future development scenarios are structured for the region at hand. Towards this end, the planning process was used as a methodological approach, which was further enriched by use of two modules of the participatory analytical LIPSOR approach, namely the MICMAC and the MACTOR modules. The scope of their use was to reach a certain insight in the study system at hand and the stakeholders involved, which provided valuable information for building the future development scenarios. More specifically, the use of the MICMAC approach aims at the identification of key variables of the system i.e. variables that can drive its future development, which are used for structuring future development scenarios for the study system; while the MACTOR module reveals power relationships of local stakeholders as well as their attitude towards the objectives set in the present study. The later is of importance for planners and decision makers as it can affect the successful implementation of a plan. The final output of the present thesis is three distinct scenarios, namely coherent future images of the Kilkis region that aim to present different development trajectories for the region at hand, based on the rational exploitation of local resources. The choice of the most proper scenario is left to the region as the only responsible to decide its “future path”.
